Abstract: Tujuan dari penelitian ini adalah untuk mendeskripsikan Implementasi Peraturan PT. Matahari Putra Prima Nomor 141 Tahun 2022 Tentang Pemberian Gaji Dan Insentif dalam Meningkatkan Semangat Kerja Pegawai di PT Matahari Department Store Medan Mall. Untuk mengetahui faktor pendukung dan faktor penghambat dalam Pemberian Insentif dalam Meningkatkan Semangat Kerja Pegawai di PT Matahari Department Store Medan Mall. Metode penelitian yang digunakan adalah deskriptif dengan analisis kualitatif. Teknik pengumpulan data pada penelitian ini menggunakan wawancara, observasi dan dokumentasi. Teknik analisis data penelitian ini menggunakan metode kualitatif dengan langkah- langkah melalui penyajian data, reduksi data, pengumpulan data dan penarikan kesimpulan. Berdasarkan hasil penelitian dapat disimpulkan bahwa implementasi kebijakan pemberian gaji dan insentif di PT Matahari Department Store Medan Mall cukup efektif kondisi ini dilihat dari indikator komunikasi, indikator sumber daya , indikator disposisi dan indikator struktur birokrasi. Sedangkan faktor pendukung implementasi kebijakan pemberian gaji dan insentif di PT. Matahari Department Store Medan Mall, komitmen karyawan, struktur birokrasi yang berjalan lancar dan sumber daya yang memadai sangat membantu dalam meningkatkan semangat kerja pegawai. Namun, faktor penghambat seperti kendala komunikasi menunjukkan bahwa masih perlu diperbaiki untuk mencapai implementasi kebijakan yang lebih efektif. The aim of this research is to describe the implementation of PT regulations. Matahari Putra Prima Number 141 of 2022 concerning Providing Salaries and Incentives to Increase Employee Work Morale at PT Matahari Department Store Medan Mall. To determine the supporting and inhibiting factors in providing incentives to increase employee morale at PT Matahari Department Store Medan Mall. The research method used is descriptive with qualitative analysis. Data collection techniques in this research used interviews, observation and documentation. This research's data analysis technique uses qualitative methods with steps through data presentation, data reduction, data collection and drawing conclusions. Based on the research results, it can be concluded that the implementation of the salary and incentive policy at PT Matahari Department Store Medan Mall is quite effective, this condition is seen from communication indicators, resource indicators, disposition indicators and bureaucratic structure indicators. Meanwhile, the supporting factors for implementing salary and incentive policies at PT. Matahari Department Store Medan Mall, employee commitment, a smoothly running bureaucratic structure and adequate resources are very helpful in increasing employee morale. However, inhibiting factors such as communication barriers show that they still need to be improved to achieve more effective policy implementation.
