Evaluasi Program Cetak Sawah Baru di Kabupaten Serdang Bedagai

Abstract

Penelitian bertujuan untuk menggali fakta Evaluasi Program Cetak Sawah Baru dalam memperdayakan masyarakat bertani dan menambah luas lahan sawah atau tanaman pangan di Kabupaten Serdang Bedagai. Penelitian menggunakan deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Indikator dari William Dunn yaitu efektivitas, efisiensi, kecukupan, pemerataan, responsivitas dan ketepatan. Hasil dari penelitian yaitu Evaluasi Program Cetak Sawah Baru di Kabupaten Serdang Bedagai sudah terlaksana dengan cukup baik namun untuk keberhasilan dari program ini belum efektiv. Hal ini dapat dilihat dari data jumlah luas lahan yang dimana menjelaskan bahwa setiap tahunnya mengalami angka naik turun. Hal ini disebabkan oleh beberapa faktor salah satunya masih banyak jumlah Desa yang belum tercipta lahan cetak sawah baru. Hambatan-hambatan yang dialami pada program cetak sawah baru dalam meningkatkan jumlah lahan di kabupaten serdang bedagai ialah masyarakat, yang dimana masih banyak masyarakat yang belum bersedia untuk ikut serta dalam mengelola lahan cetak sawah. The research aims to explore facts about the Evaluation of the New Rice Field Printing Program in empowering farming communities and increasing the area of ​​rice fields or food crops in Serdang Bedagai Regency. The research uses descriptive with a qualitative approach. Data collection techniques through interviews, observation and documentation. William Dunn's indicators are effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. The results of the research, namely the Evaluation of the New Rice Field Printing Program in Serdang Bedagai Regency, have been carried out quite well, but the success of this program has not been effective. This can be seen from the data on the number of land areas which explains that every year the numbers experience ups and downs. This is caused by several factors, one of which is that there are still many villages where new rice fields have not been created. The obstacles experienced by the new rice field printing program in increasing the amount of land in Serdang Bedagai district are the community, where there are still many people who are not willing to participate in managing rice field printing land.
