Abstract: Pelayanan publik bersifat melayani kepentingan umum tanpa kecuali yang melalui peranan pemerintah bukan swasta. Dengan melalui peranan pemerintah tersedia barang milik publik yang kemudian digunakan untuk melayani kepentingan bersama. Dalam menjalankan perannya kepala desa dibantu oleh sekretaris desa dan pegawai di beberapa bidang kerja. Penelitian ini bertujuan mengetahui peranan kepala desa wanita dalam meningkatkan kualitas pelayanan publik di Desa Perumnas Simalingkar. Penelitian ini menggunakan 5 peran kepemimpinan menurut Hamalik yaitu : Peran katalisator, peran fasilitator, peran pemecah masalah, komunikator dan peran penghubung sumber. Dan untuk mengetahui faktor pendukung dan faktor penghambat peran kepala desa perempuan di Desa Perumnas Simalingkar dalam meningkatkan kualitas pelayanan publik. Pada penelitian ini penulis menggunakan metode penelitian kualitatif deskriptif. Hasil penelitian menunjukkan bahwa dalam peranan kepala desa sebagai katalisator,fasilitator, pemecah masalah, komunikator dan penghubung sumber sudah baik menjalankan tugasnya sebagai pemimpin di kantor desa, hal ini dapat dilihat dari cara Kepala Desa dalam memberikan arahan serta motivasi bagi para pegawainya serta memacu semangat kerja para pegawainya untuk lebih maksimal dalam memberikan pelayanan pada masyarakat. Public services serve the public interest without exception through the role of the government, not the private sector. Through the role of government, public goods are available which are then used to serve the common interest. In carrying out his role the village head is assisted by the village secretary and employees in several areas of work. This research aims to determine the role of female village heads in improving the quality of public services in Perumnas Simalingkar Village. This research uses 5 leadership roles according to Hamalik, namely: the role of catalyst, the role of facilitator, the role of problem solver, the communicator and the role of resource liaison. And to find out the supporting and inhibiting factors of the role of female village heads in Perumnas Simalingkar Village in improving the quality of public services. In this research the author used descriptive qualitative research methods. The research results show that the village head's role as a catalyst, facilitator, problem solver, communicator and resource liaison has carried out his duties well as a leader in the village office. This can be seen from the way the Village Head provides direction and motivation to his employees and stimulates the work enthusiasm of his employees to be more optimal in providing services to the community.
