Partisipasi Politik Masyarakat dalam Pemilihan Kepala Desa (Pilkades) di Desa Bandar Klippa Kecamatan Percut Sei Tuan Kabupaten Deli Serdang

Abstract

Partisipasi politik merupakan bentuk keikutsertaan warga dalam proses politik, dalam negara demokrasi rakyat diharapkan dapat ikut berpartisipasi politik secara aktif. Partisipasi aktif warga negara dapat di laksanakan dalam berbagai bentuk, salah satunya adalah dengan ikut serta dalam pemilihan pemimpin pemerintahan, termasuk Pemilihan Kepala Desa. Pada saat Pemilihan Kepala Desa Bandar Klippa tahun 2016, partisipasi politik masyarakat terlihat sangat rendah. Secara umum rendahnya partisipasi masyarakat tersebut dipengaruhi oleh ketidakpercayaan masyarakat terhadap kinerja Kepala desa incumbent, hal ini disebabkan oleh sikap dan perilakunya yang sering tidak sejalan dengan keinginan masyarakat, sehingga masyarakat menganggap bahwa pemerintah desa tidak membawa pengaruh yang besar bagi kehidupan mereka. Tidak adanya figur pemimpin yang sesuai dengan kehendak masyarakat, ditambah dengan kurangnya sosialisasi yang dilakukan oleh calon-calon kepala desa membuat masyarakat desa Bandar Klippa tidak mengenal dengan baik calon-calon kepala desa yang akan mereka pilih. Faktor sosial ekonomi juga cukup berpengaruh terhadap keputusan masyarakat Bandar Klippa untuk tidak memilih, hal ini disebabkan karena secara ekonomi masyarakat desa banyak yang bekerja sebagai Pengusaha kecil dan pegawai perusahaan swasta maupun buruh harian, sedangkan hari pemilihan bersamaan dengan hari kerja, sehingga pilihan untuk ikut memilih atau bekerja untuk mendapatkan nafkah menjadi persoalan tersendiri bagi masyarakat Bandar Klippa, perubahan fase sosial ekonomi yang berada dalam tahap transisi dari masyarakat tradisional menuju masyarakat modern dimana masyarakat Bandar Klippa lebih mementingkan kepentingan pribadi daripada kepentingan komunal masyarakat desa. Pemberian suara dalam Pemilu merupakan wujud partisipasi dalam politik, kegiatan ini tidak sekedar hanya pemilih memberikan suaranya namun sebelumnya terdapat rangkaian proses mengapa seseorang memutuskan untuk berangkat ke TPS atau tidak. Data yang ada menunjukkan bahwa tingkah laku pemilih dipengaruhi oleh interaksi antara faktor internal dan faktor eksternal, kasus di desa Bandar Klippa ini pemilih yang tidak memilih berdasarkan alasan atas pengalaman hidup mereka menyangkut kepercayaan politik dimana mereka tidak memilih pada Pilkades karena yakin pemerintahan desa akan tetap berlangsung dengan tidak baik. Secara khusus diketahui bahwa teknik pelaksanaan pemilihan membawa pengaruh yang besar terhadap keputusan masyarakat untuk tidak memilih, nampak bahwa Panitia Pelaksana Pencalonan dan Pemilihan Kepala Desa (P4KD) kurang sigap dalam mengantisipasi keadaan yang terjadi di lapangan. Political participation is a form of citizen involvement in the political process, in a democratic country the people are expected to actively participate in politics. Active citizen participation can be carried out in various forms, one of which is by participating in the election of government leaders, including the Election of Village Heads. During the 2016 Bandar Klippa Village Head Election, community political participation was seen to be very low. In general, the low community participation was influenced by the community's distrust of the performance of the incumbent village head, this was caused by his attitude and behavior which were often not in line with the wishes of the community, so that the community considered that the village government did not have a big influence on their lives. The absence of a leader figure that was in accordance with the wishes of the community, coupled with the lack of socialization carried out by the village head candidates made the Bandar Klippa village community not know the village head candidates they would choose well. Socio-economic factors also have quite an influence on the decision of the Bandar Klippa community not to vote, this is because economically, many village people work as small entrepreneurs and employees of private companies or daily laborers, while election day coincides with a working day, so the choice to vote or work to earn a living becomes a separate problem for the Bandar Klippa community, a change in the socio-economic phase which is in a transitional stage from a traditional society to a modern society where the Bandar Klippa community prioritizes personal interests over the communal interests of the village community Voting in the Election is a form of participation in politics, this activity is not just voters casting their votes but previously there was a series of processes why someone decided to go to the TPS or not. The existing data shows that voter behavior is influenced by the interaction between internal and external factors, the case in Bandar Klippa village, voters who did not vote based on reasons for their life experiences concerning political beliefs where they did not vote in the Pilkades because they believed the village government would continue to run badly. Specifically, it is known that the election implementation technique has a major influence on people's decisions not to vote, it appears that the Village Head Nomination and Election Implementation Committee (P4KD) is less alert in anticipating the situation that occurs in the field.
