Abstract: Komunikasi politik di Fraksi PDI-P DPRD Kabupaten Nias mencakup penerimaan aspirasi terkait pembangunan infrastruktur dan masalah kesejahteraan. Penelitian ini menggunakan metode kualitatif dengan subjek Wakil Ketua I DPRD, Ketua Fraksi PDI-P, dan tokoh masyarakat di Dapil PDI-P. Hasil penelitian menunjukkan Fraksi PDI-P terbuka menerima aspirasi masyarakat, namun masyarakat kurang paham kebijakan yang ada. Pola komunikasi sirkuler terlihat dalam penyampaian aspirasi yang kembali disampaikan ke masyarakat dalam bentuk kebijakan prioritas. Namun, tidak semua aspirasi diprioritaskan, menyebabkan ketidakpuasan masyarakat, serta kurangnya koordinasi formal dengan OPD. Simpulan dari penelitian ini menunjukkan Pola Komunikasi Fraksi Partai Demokrasi Perjuangan (PDIP) terjadi secara sirkuler. Pola komunikasi sirkuler tergambar dalam penerimaan aspirasi masyarakat kepada Fraksi PDI-P mengenai pembangunan dan kembali disampaikan ke masyarakat dalam bentuk prioritas kebijakan. Namun ada beberapa hambatan yang di dapatkan oleh anggota dari Fraksi PDI-P dalam menyerap aspirasi masyarakat, yaitu hambatan mekanik, hambatan semantik, hambatan kepentingan, hambatan motivasi dan hambatan prasangka. Political communication in the PDI-P faction of the Nias Regency DPRD includes the reception of aspirations related to infrastructure development and welfare issues. This research used a qualitative method with subjects including the Vice Chairman of the DPRD, the Chairman of the PDI-P faction, and community leaders in the PDI-P electoral district. The results of the research showed that the PDI-P faction was open to receiving public aspirations, but the public had a limited understanding of the existing policies. A circular communication pattern was observed in the delivery of aspirations, which were then relayed back to the public in the form of priority policies. However, not all aspirations were prioritized, causing public dissatisfaction and a lack of formal coordination with the regional government agencies (OPD). The conclusion of this research shows that the communication pattern in the PDI-P faction occurs in a circular manner. This circular communication pattern is reflected in the reception of public aspirations by the PDI-P faction regarding development, which is then communicated back to the public in the form of priority policies. However, there were several obstacles faced by the members of the PDI-P faction in absorbing public aspirations, including mechanical barriers, semantic barriers, interest barriers, motivation barriers, and prejudice barriers.
