dc.description.abstractMinyak goreng merupakan salah satu kebutuhan pokok masyarakat Indonesia yang mengalami volatilitas harga signifikan dalam beberapa tahun terakhir. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi volatilitas harga minyak goreng di Indonesia, dengan fokus pada peran harga CPO domestik dan internasional, bea keluar, pungutan ekspor, produksi CPO, volume ekspor, serta nilai tukar rupiah. Data yang digunakan adalah data sekunder dari periode Januari 2017 hingga September 2024, diperoleh dari berbagai sumber resmi seperti Badan Pusat Statistik (BPS), Kementerian Perdagangan, Kementerian Keuangan dan World Bank. Metode yang digunakan dalam penelitian ini adalah Autoregressive Conditional Heteroskedasticity (ARCH) untuk mengukur volatilitas harga minyak goreng. Hasil penelitian menunjukkan bahwa harga CPO domestik, produksi CPO dan bea keluar CPO berpengaruh signifikan terhadap volatilitas harga minyak goreng. Selain itu, kebijakan bea keluar dan pungutan ekspor turut memengaruhi fluktuasi harga melalui mekanisme penawaran dan permintaan. Analisis juga menunjukkan bahwa intervensi pemerintah, seperti kebijakan Domestic Market Obligation (DMO) dan subsidi minyak goreng, memiliki dampak terhadap kestabilan harga, meskipun efektivitasnya masih terbatas. Temuan ini memberikan implikasi bagi pembuat kebijakan dalam merancang strategi yang lebih efektif untuk menstabilkan harga minyak goreng di pasar domestik. Penelitian ini juga diharapkan dapat menjadi referensi bagi pelaku industri dan konsumen dalam memahami faktor-faktor yang menyebabkan fluktuasi harga minyak goreng di Indonesia. Cooking oil is one of the basic necessities of the Indonesian people that has experienced significant price volatility in recent years. This study aims to analyze the factors that influence the volatility of cooking oil prices in Indonesia, focusing on the role of domestic and international CPO prices, export duties, export levies, CPO production, export volume, and the rupiah exchange rate. The data used are secondary data from January 2017 to September 2024, obtained from various official sources such as the Central Statistics Agency (BPS), Ministry of Trade, Ministry of Finance and the World Bank. The method used in this study is Autoregressive Conditional Heteroskedasticity (ARCH) to measure the volatility of cooking oil prices. The results of the study show that domestic CPO prices, CPO production and CPO export duties have a significant effect on cooking oil price volatility. In addition, export duty and export levy policies also influence price fluctuations through supply and demand mechanisms. The analysis also shows that government interventions, such as the Domestic Market Obligation (DMO) policy and cooking oil subsidies, have an impact on price stability, although their effectiveness is still limited. These findings provide implications for policy makers in designing more effective strategies to stabilize cooking oil prices in the domestic market. This study is also expected to be a reference for industry players and consumers in understanding the factors that cause cooking oil price fluctuations in Indonesia.en_US
