Abstract: Perkembangan teknologi dan industri saat ini semakin meningkat, membuat tekanan persaingan bisnis semakin ketat, sehingga setiap instansi pemerintah dan swasta dituntut untuk meningkatkan keunggulannya disegala bidang dalam pencapaian kinerja yang maksimal. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini berfokus pada peranan organisasi, khususnya dalam melakukan pembinaan inovasi pada instansi pemerintah daerah, khususnya di lingkungan pemerintah kota Medan. Penelitian ini menggunakan teori Robbins (2006), meliputi indikator: (1) Inovasi dan pengambilan risiko, (2) Perhatian terhadap detail, (3) Orientasi hasil, (4) Orientasi orang, dan (5) Orientasi tim. Informan penelitian berjumlah 7 orang, teknik pengumpulan data terdiri dari : Observasi, Wawancara, dan Studi Dokumentasi. Hasil Penelitian menunjukkan bahwa (1) Peranan Pemerintah Desa dalam Penyelenggaraan Inovasi Pelayanan Publik di Desa Tanjung Gusti Kabupaten Deli Serdang belum Optimal dan Perlu Menyusun Strategi Dalam Meningkatkan Partisipasi Aparatur, Pemerintah Daerah Pada Lomba Inovasi yang diikuti oleh seluruh OPD di lingkungan Pemerintah Kabupaten Deli Serdang 2) Faktor Pendukung Peranan Pemerintah Desa dalam Penyelenggaraan Inovasi Pelayanan Publik di Desa Tanjung Gusti Kabupaten Deli Serdang yakni Indikator perhatian terhadap detail, dan indikator orientasi hasil. Sedangkan faktor Penghambatnya adalah indikator inovasi dan pengambilan risiko, indikator orientasi orang dan indikator orientasi tim. The development of technology and industry have continued to increase, making business competition pressure more intense, so that every government and private institution was required to improve its excellence in all fields to achieve maximum performance. This research was a descriptive research with a qualitative approach. This research focused on the role of organizations, especially in fostering innovation in regional government agencies, particularly within the government of Medan City. This research used Robbins' theory (2006), which included indicators: (1) Innovation and risk-taking, (2) Attention to detail, (3) Result orientation, (4) People orientation, and (5) Team orientation. The research informants consisted of 7 people, and the data collection techniques included: Observation, Interview, and Documentation Study. The research results showed that (1) The role of the Village Government in the Implementation of Public Service Innovation in Tanjung Gusti Village, Deli Serdang Regency had not been optimal and needed to develop strategies to increase the participation of officials and the regional government in the innovation competition participated by all agencies in the Deli Serdang Regency Government, (2) The supporting factors for the role of the Village Government in the Implementation of Public Service Innovation in Tanjung Gusti Village, Deli Serdang Regency were the indicators of attention to detail and result orientation, while the inhibiting factors were the indicators of innovation and risktaking, people orientation, and team orientation.
