Peran Inspektorat Sebagai Pengawas Internal Pemerintah Daerah Kabupaten Mandailing Natal

Abstract

Penelitian tesis ini berjudul Peran Inspektorat Sebagai Pengawas Internal Pemerintah Daerah Kabupaten Mandailing Natal. Rumusan masalahnya yaitu: Pertama bagaimana aturan hukum inspektorat sebagai pengawas internal pemerintah daerah Kabupaten Mandailing Natal?; Kedua bagaimana peran inspektorat sebagai pengawas internal pemerintah daerah Kabupaten Mandailing Natal?; Dan ketiga apa yang menjadi faktor penghambat terhadap peran inspektorat sebagai aparat pengawas internal pemerintah daerah Kabupaten Mandailing Natal?. Adapun metode penelitian yang digunakan yaitu metode penelitian yuridis normatif empiris, dengan teknik pengumpulan data berupa observasi, wawancara, dan studi dokumen. Hasil penelitian menunjukkan bahwa pertama aturan hukum Inspektorat sebagai pengawas internal Kabupaten Mandailing Natal yakni Peraturan Menteri Dalam Negeri Negeri No. 107 Tahun 2017 tentang Pedoman Nomenklatur Inspektorat Daerah Provinsi Dan Kabupaten / Kota, Pemendagri No. 64 Tahun 2007 tentang Pedoman Teknis Organisasi Dan Tata Kerja Inspektorat Provinsi Dan Kabupaten/kota, dan Peraturan Bupati Mandailing Natal No. 88 Tahun 2022 tentang Kedudukan, Susunan Organisasi, Tugas Dan Fungsi Serta Tata Kerja Inspektorat Daerah Kabupaten. Kedua peran Inspektorat sebagai Pengawas Internal Pemerintah Daerah yakni sebagai pengawasan dan pengevaluasi, artinya Inspektorat mengawasi dan mengevaluasi kegiatan serta kebijakan untuk memastikan bahwa semua proses berjalan sesuai dengan aturan dan standar yang ditetapkan. Dan ketiga faktor Penghambat Inspektorat sebagai Aparat Pengawas Internal Pemerintah Daerah Kabupaten Mandailing Natal yakni terbatasnya anggaran untuk Inspektorat dan terbatasnya sumber daya manusia pada kantor Inspektorat Daerah. Perlu adanya dana khusus yang diberikan dari Pemerintah Pusat untuk lebih menunjang pelaksanaan pengawasan terhadap kinerja Inspektorat yang mana pelaksanaannya dilakukan oleh Inspektorat Kabupaten Mandailing Natal. This thesis research is entitled The Role of the Inspectorate as an Internal Supervisor of the Regional Government of Mandailing Natal Regency. The formulation of the problem is (1) What are the legal regulations for the inspectorate as an internal supervisor of the regional government of Mandailing Natal Regency? (2) What is the role of the inspectorate as an internal supervisor of the regional government of Mandailing Natal Regency? (3) What are the inhibiting factors in the role of the regional inspectorate as an internal supervisory apparatus for the regional government of Mandailing Natal Regency? This research aims to examine and analyze the legal regulations of the inspectorate as an internal supervisor of the regional government of Mandailing Natal Regency. This research method uses normative juridical research methods. Data collection techniques include interviews and literature study. The research results show that (1) The legal regulations of the Inspectorate as the internal supervisor of Mandailing Natal Regency, namely Regulation of the Minister of Home Affairs No. 107 of 2017 concerning Guidelines for the Nomenclature of Provincial and Regency/City Regional Inspectorates, Home Affairs Government no. 64 of 2007 concerning Technical Guidelines for the Organization and Work Procedures of Provincial and Regency/City Inspectorates, and Mandailing Natal Regent Regulation No. 88 of 2022 concerning Position, Organizational Structure, Duties and Functions and Work Procedures of Regency Regional Inspectorates. (2) The role of the Mandailing Natal Regency Inspectorate as an Internal Supervisor of Regional Government is as a supervisor and evaluator, meaning that the Inspectorate supervises and evaluates activities and policies to ensure that all processes run in accordance with established rules and standards. (3) Inhibiting factors for the Regional Inspectorate as an Internal Supervisory Apparatus for the Regional Government of Mandailing Natal Regency are the limited budget for the Inspectorate and limited human resources at the Regional Inspectorate office. There needs to be special funding provided from the Central Government to further support the implementation of supervision of the Inspectorate's performance, which is carried out by the Mandailing Natal Regency Inspectorate.
