dc.description.abstract | Kebijakan E-Parking di Kota Medan menggantikan sistem parkir konvensional dengan sistem pembayaran tunai melalui platform elektronik. Menurut Wali Kota Medan, kebijakan ini bertujuan mengoptimalkan Pendapatan Asli Daerah (PAD) dan mengurangi kebocoran retribusi parkir di pinggir jalan. Adapun rumusan masalah dalam penelitian ini yaitu, Bagaimana Implementasi Kebijakan E-Parking Pada Dinas Perhubungan di Kota Medan, serta Apa saja faktor penghambat dalam implementasi kebijakan E-Parking pada Dinas Perhubungan Kota Medan penelitian ini bertujuan untuk mengetahui Implementasi Kebijakan E-parking Pada Dinas Perhubungan di Kota Medan.Untuk mengetahui faktor penghambat dalam mengimplementasikan kebijakan pada Dinas Perhubungan Kota Medan. Penelitian ini menggunakan metode kualitatif dengan deskriptif berupa observasi,wawancara dan dokumentasi. Dalam penelitian ini untuk mengukur tingkat keberhasilan program dilakukan dengan menggunakan teori dari Edward III yang dikutip Subarsono (2011: 90–92) dengan menggunakan 4 indikator yaitu komunikasi, sumber daya, disposisi, struktur birokrasi adapun permasalahan yang ditemui dalam pelaksanaan program E-Parking yaitu dimana komunikasi antara dinas perhubungan, juru parkir dan masyarakat belum tercapai sehingga seringkali terjadi ketidakcocokan dilapangan yang membuat program tidak berjalan dengan baik. The E-Parking Policy in Medan City replaces the conventional parking system with a cash payment system through an electronic platform. According to the Mayor of Medan, this policy aims to optimize Local Revenue (PAD) and reduce leakage of parking fees on the roadside. The formulation of the problem in this study is, How is the Implementation of the E-Parking Policy at the Transportation Agency in Medan City, and What are the inhibiting factors in the implementation of the E-Parking policy at the Transportation Agency in Medan City. This study aims to determine the Implementation of the E-parking Policy at the Transportation Agency in Medan City. To determine the inhibiting factors in implementing policies at the Transportation Agency in Medan City. This study uses a qualitative method with descriptive in the form of observation, interviews and documentation. In this study, to measure the level of success of the program, the theory of Edward III as quoted by Subarsono (2011: 90–92) was used using 4 indicators, namely communication, resources, disposition, bureaucratic structure. The problems encountered in the implementation of the E-Parking program were that communication between the transportation agency, parking attendants and the community had not been achieved, so that there was often a mismatch in the field which made the program not run well. | en_US |
