Peran Kepolisian Dalam Penanggulangan Tindak Pidana Pencurian Kelapa Sawit (Studi Di Wilayah Hukum Polres Serdang Bedagai)

Abstract

Penelitian tesis ini berjudul Peran Kepolisian Dalam Penanggulangan Tindak Pidana Pencurian Kelapa Sawit (Studi Diwilayah Hukum Polres Serdang Bedagai). Rumusan masalahnya yakni (1) Apa yang menjadi faktor terjadinya tindak pidana pencurian kelapa sawit diwilayah hukum polres Serdang bedagai? (2) Bagaimana peran Polres Serdang Bedagai dalam mengatasi para pelaku tindak pidana pencurian kelapa sawit? (3) Apa hambatan Polres Serdang Bedagai dalam mengatasi para pelaku tindak pidana pencurian kelapa sawit? Penelitian ini bertujuan untuk mengkaji dan menganalisis faktor terjadinya tindak pidana pencurian kelapa sawit diwilayah hukum polres Serdang bedagai. Metode penelitian ini menggunakan metode penelitian yuridis normatif. Teknik pengumpulan datanya berupa wawancara, dan studi pustaka. Hasil penelitian menunjukkan bahwa (1) Faktor-faktor terjadinya pencurian kelapa sawit diwilayah Kabupaten Serdang Bedagai yakni Faktor internal dan Faktor Eksternal (2) Peran Kepolisian dalam mengatasi tindak pidana pencurian kelapa sawit yang terjadi di Kabupaten Serdang Bedagai yakni Menerima laporan dari masyarakat yang menjadi korban tindak pidana pencurian kelapa sawit baik secara lisan maupun tertulis (3) Hambatan Polres Serdang bedagai dalam mengatasi para pelaku tindak pidana pencurian kelapa sawit yakni Hambatan dari anggaran, yakni terbatasnya anggaran operasional menjadi salah satu kendala utama Polres Serdang Bedagai dalam mengatasi tindak pidana pencurian kelapa sawit. Anggaran yang minim menghambat pelaksanaan penangkapan dan pemeriksaan di lapangan, terutama yang memerlukan perjalanan dinas, pengumpulan data, dan penggunaan alat bantu teknologi. Saran dari tesis ini yakni kepada institusi Polres Serdang Bedagai agar bertindak tegas serta professional dalam menjalankan profesinya sebagai penegak hukum terutama dalam penyelesaian pencurian kelapa sawit yang terjadi di Kabupaten Serdang Bedagai This thesis research is entitled The Role of the Police in Overcoming the Crime of Palm Oil Theft (Study in the Legal Area of the Serdang Bedagai Police). The formulation of the problem is (1) What is the factor in the occurrence of criminal acts of palm oil theft in the jurisdiction of the Serdang Differentagai Police? (2) What is the role of the Serdang Bedagai Police in dealing with perpetrators of criminal acts of palm oil theft? (3) What are the obstacles to Serdang Bedagai Police in dealing with perpetrators of criminal acts of palm oil theft? This research aims to examine and analyze the factors in which criminal acts of palm oil theft occur in the jurisdiction of the Serdang Bedagai police station. This research method uses normative juridical research methods. Data collection techniques include interviews and literature study. The results of the research show that (1) The factors that occur in the Serdang Bedagai Regency area are internal factors and external factors. (2) The role of the police in dealing with criminal acts of palm oil theft that occur in Serdang Bedagai Regency is receiving reports from people who are victims. criminal acts of palm oil theft both verbally and in writing (3) Obstacles for the Serdang Bedagai Police in overcoming the perpetrators of criminal acts of palm oil theft, namely budgetary constraints, namely the limited operational budget which is one of the main obstacles for the Serdang Bedagai Police in overcoming criminal acts of palm oil theft . A minimal budget hampers the implementation of arrests and inspections in the field, especially those that require official travel, data collection and the use of technological tools. The suggestion from this thesis is for the Serdang Bedagai Police institution to act firmly and professionally in carrying out its profession as a law enforcer, especially in resolving palm oil theft that occurred in Serdang Bedagai Regency.
