Evaluasi Kebijakan Penanganan Pengemis Dan Gelandangan Pada Program Skill Development Center Di Dinas Sosial Kota Medan

Abstract

Permasalahan pengemis dan gelandangan menjadi isu kesejahteraan sosial yang dipertegas dalam Undang-Undang Nomor 40 Tahun 2004 dan Undang-Undang Nomor 11 tahun 2009. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan Evaluasi kebijakan penanganan pengemis dan gelandangan pada program skill development center di Dinas Sosial Kota Medan, serta faktor penghambat pelaksanaan program tersebut. Peneliti menggunakan penelitian kualitatif deskriptif dengan jumlah informan Sembilan orang. Teknik pengumpulan data yang digunakan peneliti yaitu observasi, wawancara, dan dokumentasi, sedangkan teknik Analisis data menggunakan Interaktif Miles Government yang terdiri dari reduksi data, penyajian data,dan penarikan kesimpulan. Hasil penelitian di antaranya: Evaluasi kebijakan penanganan pengemis dan gelandangan sudah cukup efektif, di lihat dari sisi Input dari Sumber Daya Manusia sudah cukup memenuhi dalam penanganan, sarana dan prasarana sudah cukup lengkap yang digunakan saat melakukan penanganan, sosialisasi dilakukan dalam bentuk pendekatan dan pemberitahuan secara langsung di lapangan, dari sisi proses dari kejelasan mekanisme dilakukan sudah jelas dan terlaksana dengan baik, Kepastian dalam melakukan penanganan sudah dilakukan sudah efektif yaitu melakukan patroli setiap hari, dan Penertiban 15 kali dalam sebulan. Dari sisi Output, kesesuaian pelaksanaan dengan tujuan kebijakan sudah sangat sesuai dimana kebijakan dilaksanakan untuk menciptakan Kota Medan yang bersih. Ketepatan sasaran sudah tepat dimana sasaran dari kebijakan ini yaitu para pengemis dan gelandangan, kelompok yang terlibat seperti Satuan polisi pamong praja kota Medan, Polisis Resort kota Besar Medan, Dinas Sosial Kota Medan. Dari sisi Outcome adanya perubahan dimana sasaran kebijakan dibekali pembinaan keterampilan untuk mengelola lahan pertanian. Adapun faktor yang menjadi penghambat pelaksanaan program tersebut yaitu : masih belum tersedianya rumah perlindungan sosial dan mental para sasaran kebijakan. As well as factors inhibiting the implementation of the program. Researchers used descriptive qualitative research with nine informants. Data collection techniques used by researchers are observation, interviews, and documentation. While the data analysis technique uses Interactive Miles Government which consists of data reduction, data presentation and drawing conclusions. The results of the research include: Evaluation of the policy for handling beggars and homeless people is quite effective, in terms of input from Human Resources it is sufficient in handling, the facilities and infrastructure are sufficiently complete to be used when carrying out handling, socialization is carried out in the form of direct approaches and notifications in the field, in terms of the process, the clarity of the mechanism is clear and well implemented, certainty in carrying out handling has been carried out effectively, namely carrying out daily patrols, and controlling 15 times a month. From the output side, the suitability of the implementation with the policy objectives is very appropriate where the policy is implemented to create a clean city of Medan, the accuracy of the target is right where the targets of this policy are beggars and homeless people, groups involved such as the Medan Civil Service Police Unit, City Resort Police Medan Besar, Medan City Social Service. From the Outcome side, there has been a change whereby the policy target is equipped with skill development to manage agricultural land. The factors that hinder the implementation of the program are: the absence of social and mental shelters for policy targets.
