dc.description.abstract | Fasilitas putar balik arah banyak ditemukan di ruas jalan-jalan utama dengan median, seperti ruas jalan Setia Budi Kota Medan. Pada ruas jalan memungkinkan kendaraan merubah arah perjalanan berupa gerakan putar balik arah, Gerakan putar balik arah sendiri dapat menimbulkan konflik dalam bentuk hambatan terhadap lalu lintas, yaitu terhadap kecepatan kendaraan dimana kendaraan akan melambat atau berhenti sehingga tingkat kemacetan yang terjadi pada ruas jalan Setia Budi Kota Medan terbilang tinggi, terutama pada jam-jam sibuk. Penelitian ini bertujuan untuk mengetahui pengaruh putar balik arah terhadap kinerja ruas jalan Setia Budi Kota Medan akibat adanya putar balik. Penelitian dilakukan dengan cara survey langsung di lapangan, pengukuran geometrik, pengamatan arus lalu lintas, kecepatan kendaraan dan durasi kendaraan saat melakukan putar balik arah selama tiga hari pada ruas jalan Setia Budi Kota Medan. Data-data yang diperoleh dianalisis menggunakan metode Pedoman Kapasitas Jalan Indonesia (PKJI) 2023. Hasil analisis menunjukkan putar balik arah sangat berpengaruh terhadap kecepatan kendaraan pada ruas jalan Setia Budi Kota Medan, didapatkan waktu tempuh rata-rata kendaraan yang terbesar saat melakukan putar balik arah yaitu WT=22,80 detik, VT=7,936 km/jam (selatan) dan WT=23,14 detik, VT=7,813 km/jam (utara). Panjang antrian saat melakukan putar balik arah 28 meter. Tingkat pelayanan jalan Setia Budi Kota Medan dari arah (selatan-utara) adalah F dan tingkat pelayanan dari arah (utara-selatan) adalah F. Dimana tingkat pelayanan F dengan karakteristik kinerja arus yang dipaksakan atau macet, kecepatan rendah, volume kendaraan diatas kapasitas, antrian panjang dan terjadi hambatan-hambatan besar. Maka dapat dikatakan segmen jalan tersebut memiliki kinerja jalan yang buruk dan perlu dilakukan evaluasi serta pertimbangan peningkatan kapasitas segmen jalan tersebut. U-turn facilities are often found on main roads with medians, such as Setia Budi Street in Medan City. On this road, vehicles can change their direction of travel in the form of a U-turn movement. The U-turn movement itself can cause conflict in the form of obstacles to traffic, namely to the speed of vehicles where vehicles will slow down or stop so that the level of congestion that occurs on Setia Budi Street in Medan City is quite high, especially during rush hour. This study aims to determine the effect of U-turns on the performance of Setia Budi Street in Medan City due to the U-turn. The study was conducted by means of direct surveys in the field, geometric measurements, observations of traffic flow, vehicle speed and vehicle duration when making U-turns for three days on Setia Budi Street in Medan City. The data obtained were analyzed using the 2023 Indonesian Road Capacity Guidelines (PKJI) method. The results of the analysis show that U-turns significantly affect vehicle speed on the Setia Budi road section in Medan City, with the largest average vehicle travel time when making a U-turn being WT = 22.80 seconds, VT = 7.936 km/h (south) and WT = 23.14 seconds, VT = 7.813 km/h (north). The queue length when making a U-turn is 28 meters. The level of service of Setia Budi road in Medan City from the (south-north) direction is F and the level of service from the (north-south) direction is F. Where the level of service F is characterized by forced or congested flow performance, low speed, vehicle volume above capacity, long queues, and major obstacles. Therefore, it can be said that the road segment has poor road performance and needs to be evaluated and considered to increase the capacity of the road segment. | en_US |
