Implementasi Program Posyandu Lanjut Usia (Lansia) di Dusun V Kecamatan Tanjung Morawa Kabupaten Deli Serdang

Abstract

Kesehatan menjadi hak dasar manusia, disamping sandang, pangandan papan. Hal ini telah ditegaskan dalam Pasal 4 Undang-Undang Nomor 36 Tahun 2009 tentang Kesehatan (Undang-Undang Kesehatan) yaitu:“Setiap orang berhak atas kesehatan”. Seiring dengan bertambahnya usia harapan hidup, jumlah lansia di Indonesia cenderung meningkat. Lanjut usia adalah seseorang yang mencapai 60 tahun ke atas berdasarkan Undang-Undang Nomor 13 Tahun 1998 tentang Kesejahteraan Lanjut Usia. Penelitian ini bertujuan untuk mengetahui sejauh mana implementasi program posyandu lansia dan mengetahui faktor penghambat dalam menjalankan posyandu lansia dengan menggunakan teori implementasi menurut George C. Edward III dengan 4 indikator yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode penelitian yang digunakan peneliti yaitu penelitian kualitatif deskriptif. Data diperoleh dengan melakukan proses wawancara. Hasil penelitian menunjukkan bahwa implementasi program posyandu lansia dusun v belum berjalan dengan optimal. Dalam komunikasi, komunikasi antar kader dan lansia lancar. Ditinjau dari sumber daya, sumber daya manusia posyandu lansia kurang memadai. Selanjutnya disposisi dan struktur birokrasi, posyandu lansia memiliki disposisi dan struktur birokrasi yang baik dan jelas. Faktor penghambat dalam pelaksanaan posyandu ialah kurangnya sumber daya kesehatan yang menyebabkan kurang cepat dalam menangani pelayanan kesehatan lansia dan kurang fitnya kondisi fisik lansia yang menyebabkan kurang aktif dalam program posyandu lansia. This has been emphasized in Article 4 of Law Number 36 of 2009 concerning Health (Health Law), namely: "Everyone has the right to health". As life expectancy increases, the number of elderly people in Indonesia tends to increase. An elderly person is someone who has reached 60 years of age and above based on Law Number 13 of 1998 concerning the Welfare of the Elderly. This study aims to determine the extent of the implementation of the elderly posyandu program and to determine the inhibiting factors in running the elderly posyandu using the implementation theory according to George C. Edward III with 4 indicators, namely communication, resources, disposition, and bureaucratic structure. The research method used by the researcher is descriptive qualitative research. Data were obtained through interviews. The results of the study indicate that the implementation of the elderly posyandu program in hamlet V has not run optimally. In terms of communication, communication between cadres and the elderly is smooth. In terms of resources, the human resources of the elderly posyandu are inadequate. Furthermore, regarding the disposition and bureaucratic structure, the Posyandu for the elderly has a good and clear disposition and bureaucratic structure. Inhibiting factors in Posyandu implementation include a lack of health resources, which leads to slow response to elderly health services, and the elderly's poor physical condition, which leads to a lack of active participation in the Posyandu program.
