Abstract: | Kota Medan menghadapi permasalahan lalu lintas yang semakin kompleks, terutama di kawasan strategis seperti Jalan Ahmad Yani. Salah satu penyebab utama adalah parkir liar yang tidak tertata, mengakibatkan kemacetan dan penurunan efisiensi jalan. Untuk mengatasi hal ini, Dinas Perhubungan Kota Medan menerapkan kebijakan parkir berlangganan berdasarkan Peraturan Wali Kota No. 26 Tahun 2024, dengan tujuan menertibkan parkir, meningkatkan Pendapatan Asli Daerah (PAD), dan mengurangi parkir liar. Penelitian ini mengevaluasi implementasi kebijakan tersebut menggunakan model George C. Edwards III, yang mencakup komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode yang digunakan adalah deskriptif kualitatif melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa kebijakan ini berdampak positif terhadap ketertiban lalu lintas dan peningkatan PAD. Namun, masih terdapat kendala seperti kurangnya sosialisasi, keterbatasan infrastruktur, resistensi dari masyarakat dan juru parkir, serta koordinasi birokrasi yang belum optimal. Oleh karena itu, diperlukan peningkatan sosialisasi, modernisasi infrastruktur parkir, pengawasan lebih ketat, serta koordinasi antarinstansi yang lebih baik agar kebijakan ini dapat berjalan lebih efektif. Medan City faces increasingly complex traffic problems, especially in strategic areas such as Jalan Ahmad Yani. One of the main causes is unregulated illegal parking, which leads to congestion and inefficient road use. To address this issue, the Medan City Transportation Agency implemented a subscription-based parking policy under Mayor Regulation No. 26 of 2024, aiming to organize parking, increase local revenue (PAD), and reduce illegal parking. This study evaluates the implementation of the policy using George C. Edwards III’s model, which includes communication, resources, disposition, and bureaucratic structure. A descriptive qualitative method was used, employing interviews, observations, and document analysis. The findings indicate that the policy has positively impacted traffic order and revenue generation. However, several challenges remain, such as inadequate public awareness, limited infrastructure, resistance from the community and parking attendants, and suboptimal bureaucratic coordination. Therefore, this study recommends enhancing public outreach, modernizing parking infrastructure, strengthening enforcement, and improving inter-agency coordination to ensure more effective policy implementation. |
