Abstract: Indonesia merupakan negara yang berada di kawasan rawan bencana, termasuk gempa bumi, sehingga pemerintah membentuk lembaga seperti BNPB dan BPBD untuk mendukung upaya mitigasi. Kabupaten Dairi mengalami beberapa kejadian gempa bumi sepanjang tahun 2023, yang mendorong BPBD Dairi untuk memfokuskan kegiatan edukasi kebencanaan, khususnya di Kecamatan Sidikalang. Penelitian ini bertujuan untuk menganalisis proses penyampaian pesan kebencanaan terkait gempa bumi oleh BPBD Kabupaten Dairi serta mengidentifikasi faktor-faktor penghambatnya. Fokus penelitian terletak pada efektivitas komunikasi dalam penyampaian pesan serta hambatan-hambatan yang dihadapi, seperti keterbatasan sumber daya manusia, akses media, tingkat literasi kebencanaan, dan penyebaran informasi palsu. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi, serta dianalisis menggunakan teknik triangulasi data. Hasil penelitian menunjukkan bahwa BPBD Kabupaten Dairi telah menyusun strategi penyampaian pesan dalam lima tahapan sistematis guna meningkatkan kesiapsiagaan masyarakat. Namun, implementasi strategi tersebut masih menghadapi berbagai kendala internal dan eksternal. Oleh karena itu, sinergi antara BPBD, pemerintah daerah, dan masyarakat sangat diperlukan guna meningkatkan efektivitas komunikasi kebencanaan dan memperkuat upaya mitigasi bencana di wilayah rawan gempa. Indonesia is a country prone to disasters, including earthquakes. Therefore, the government has established institutions such as the National Disaster Management Agency (BNPB) and the Regional Disaster Management Agency (BPBD) to support mitigation efforts. Dairi Regency experienced several earthquakes throughout 2023, prompting the Dairi BPBD to focus on disaster education activities, particularly in Sidikalang District. This study aims to analyze the process of delivering earthquake-related disaster messages by the Dairi Regency BPBD and identify inhibiting factors. The research focuses on the effectiveness of communication in delivering messages and the obstacles encountered, such as limited human resources, media access, disaster literacy levels, and the spread of misinformation. The research method used was descriptive qualitative, with data collection techniques through observation, in-depth interviews, and documentation. Data were analyzed using data triangulation techniques. The results indicate that the Dairi Regency BPBD has developed a message delivery strategy in five systematic stages to improve community preparedness. However, the implementation of this strategy still faces various internal and external obstacles. Therefore, synergy between the Regional Disaster Management Agency (BPBD), local governments, and the community is essential to improve the effectiveness of disaster communication and strengthen disaster mitigation efforts in earthquake-prone areas.
