Peranan Camat Dalam Meningkatkan Kinerja Aparatur Sipil Negara Di Kecamatan Hinai Kabupaten Langkat

Abstract

Penelitian ini bertujuan untuk menganalisis peran Camat dalam meningkatkan kinerja Aparatur Sipil Negara (ASN) di Kecamatan Hinai, Kabupaten Langkat. Dalam pelaksanaan pelayanan kepada masyarakat masih terdapat suatu masalah yang berkaitan dengan kinerja pegawai Kantor Kecamatan Hinai Kabupaten Langkat dengan permasalahan yang ada pegawai Kantor Kecamatan Hinai Kabupaten Langkat tidak sepenuhnya dalam memberikan pelayanan yang terbaik bagi masyarakat hal ini membuat masyarakat setempat mengeluh secara langsung terhadap camat dan kurangnya antara hubungan komunikasi antara camat dengan para pegawai sehingga hal ini yang menjadi kurangnya kinerja para pegawai Kantor Kecamatan sehingga membuat camat tidak mengetahui apa-apa saja yang menjadi kendala dan keperluan mereka dalam melakukan pekerjaannya dalam hal ini kinerja ASN yang optimal sangat penting dalam memastikan kualitas pelayanan publik yang baik. Camat sebagai pimpinan di tingkat kecamatan memiliki peranan strategis dalam mengarahkan, mengawasi, dan memberikan kebijakan yang dapat mempengaruhi kinerja ASN di wilayah tersebut. Secara keseluruhan, meskipun Camat di Kecamatan Hinai lebih pasif, hal tersebut tidak mengurangi efektivitas kinerja ASN dan kualitas pelayanan publik di kecamatan tersebut. Peran Camat yang memberikan kebebasan kepada ASN untuk bekerja mandiri namun tetap mengawasi dengan baik terbukti efektif dalam meningkatkan kinerja ASN. Dalam penelitian ini, pendekatan yang digunakan adalah kualitatif dengan mengumpulkan data melalui wawancara, observasi, dan studi dokumentasi. Responden yang diwawancarai meliputi Camat, Sekretaris Camat, kepala seksi, serta masyarakat setempat untuk mendapatkan gambaran yang komprehensif terkait peranan Camat dalam meningkatkan kinerja ASN.Hasil penelitian menunjukkan bahwa peran Camat dalam meningkatkan kinerja ASN di Kecamatan Hinai dapat dilihat melalui beberapa aspek, yaitu pemberian arahan kebijakan, pengawasan, pembinaan, serta pemberdayaan ASN melalui pelatihan dan peningkatan kapasitas. Camat juga berfungsi sebagai penghubung antara pemerintah daerah dan masyarakat, serta memastikan bahwa kebijakan yang telah ditetapkan berjalan dengan efektif. Meski peran Camat lebih pasif dalam hal keterlibatan langsung dalam tugas sehari-hari ASN. Secara keseluruhan, penelitian ini mengindikasikan bahwa meskipun Camat di Kecamatan Hinai lebih mengedepankan pendekatan pengawasan dan pengaturan kebijakan daripada terlibat langsung dalam pekerjaan harian ASN, pendekatan tersebut tetap berkontribusi dalam meningkatkan kinerja ASN. This study aims to analyze the role of the Sub-district Head in improving the performance of the State Civil Apparatus (ASN) in Hinai District, Langkat Regency. In the implementation of services to the community, there is still a problem related to the performance of employees of the Hinai District Office, Langkat Regency with the existing problems, employees of the Hinai District Office, Langkat Regency are not fully in providing the best service to the community, this makes the local community complain directly to the sub-district head and the lack of communication between the sub-district head and employees so that this is the lack of performance of the Sub-district Office employees so that the sub-district head does not know what are the obstacles and their needs in doing their jobs in this case optimal ASN performance is very important in ensuring good quality public services. The sub-district head as a leader at the sub-district level has a strategic role in directing, supervising, and providing policies that can affect the performance of ASN in the area. Overall, although the Sub-district Head in Hinai District is more passive, this does not reduce the effectiveness of ASN performance and the quality of public services in the sub-district. The role of the Sub-district Head who gives ASN the freedom to work independently but still supervises properly has proven to be effective in improving ASN performance. In this study, the approach used is qualitative by collecting data through interviews, observations, and documentation studies. Respondents interviewed included the Sub-district Head, Sub-district Secretary, section heads, and local communities to obtain a comprehensive picture of the role of the Sub-district Head in improving ASN performance. The results of the study indicate that the role of the Sub-district Head in improving ASN performance in Hinai District can be seen through several aspects, namely providing policy direction, supervision, coaching, and empowering ASN through training and capacity building. The Sub-district Head also functions as a liaison between the local government and the community, and ensures that the policies that have been set are running effectively. Although the role of the Sub-district Head is more passive in terms of direct involvement in the daily tasks of ASN, the Sub-district Head still plays an important role in supervising and regulating the running of government at the sub-district level. Overall, this study indicates that although the Sub-district Head in Hinai District prioritizes a supervisory and policy-setting approach rather than being directly involved in the daily work of ASN, this approach still contributes to improving ASN performance.
