Analisis Kinerja Aparatur Sipil Negara Pada Dinas Pengendalian Penduduk dan Keluarga Berencana Kab.Mandailing Natal

Abstract

Penelitian ini dilatar belakangi oleh meningkatnya pertumbuhan penduduk khususnya di Kabupaten Mandailing Natal. Hal ini disebabkan oleh tingkat kelahiran kasar yang cukup tinggi. Adanya beberapa kelemahan dalam menjalankan tugas pokok dan fungsinya yang dapat mengindikasikan masih belum maksimal atau optimal . Tujuan penelitian ini Untuk menganalisis Kinerja Aparatur Sipil Negara Pada Dinas Pengendalian Penduduk dan Keluarga Berencana Kabupaten Mandailing Natal. serta Untuk menganalisis Faktor Penghambat Kinerja Aparatur Sipil Negara Pada Dinas Pengendalian Penduduk dan Keluarga Berencana Kabupaten Mandailing Natal. Hasil penelitian ini menunjukan bahwa dengan menggunakan indikator menurut teori Agus Dwiyanto (2006:47) dimana pada produktivitas kinerja pegawai telah memberikan informasi yang jelas, menangani permintaan atau keluhan masyarakat dengan cepat, dan menjalankan program-program dengan efektif, Kualitas pelayanan yang baik,adanya Responsivitas yang diberikan kepada masyrakat berupa sosialisasi yang jelas dan Responbilitas yang terjadwal, akuntabilitas yang tinggi sesuai dengan nilai dan norma yang berkembang dalam masyarakat. This research is motivated by the increasing population growth, especially in Mandailing Natal Regency. This is caused by a fairly high crude birth rate. There are several weaknesses in carrying out their main tasks and functions that can indicate that they are still not optimal. The purpose of this study is to analyze the Performance of State Civil Apparatus at the Population Control and Family Planning Office of Mandailing Natal Regency. and to analyze the Inhibiting Factors of State Civil Apparatus Performance at the Population Control and Family Planning Office of Mandailing Natal Regency. The results of this study indicate that by using indicators according to Agus Dwiyanto's theory (2006:47) where employee performance productivity has provided clear information, handled requests or complaints from the public quickly, and run programs effectively, Good service quality, Responsiveness given to the community in the form of clear socialization and scheduled Responsibility, high accountability in accordance with the values and norms that develop in society.
