dc.description.abstract | Penelitian ini dilatar belakangi oleh proses kegiatan yang menjamin agar Pemerintah berjalan secara efisien dan efektif sesuai dengan rencana dan ketentuan peraturan perundang-undangan” Terjadinya reformasi banyak mengubah kehidupan bangsa Indonesia terutama aspek pemerintahan yang begitu sentralistik menuju ke arah yang lebih demokratis, sebagai bentuk perwujudan Good Governance untuk menciptakan tata pemerintahan yang baik serta perwujudan masyarakat yang madani. Di samping itu tindakan represif, hal dasarnya diatur dalam konstitusi dan penjabarannya diatur dalam UUD. Peran pengawasan fungsional Pemerintah yang cenderung belum efisien, dan efektif menjadi penyebab terjadinya tindak pidana korupsi, termasuk dalam penyelenggaraan Pemerintahan Daerah. Tujuan penelitian ini untuk Menganalisis Kinerja Aparat Pengawas Internal Pemerintah (APIP) dalam Mewujudkan Good Governance di Inspektorat Daerah Kabupaten Mandailing Natal. Dan untuk menganalisis faktor hambatan Kinerja Aparat Pengawas Internal Pemerintah (APIP) dalam Mewujudkan Good Governance di Inspektorat Daerah Kabupaten Mandailing Natal. Hasil Penelitian ini menunjukan bahwa dengan menggunakan indicator menurut teori Prawirosentono (1999) di mana pada Perencanaan pencapaian target kinerja dimonitor secara berkala baik oleh internal Inspektorat Daerah sendiri maupun oleh BAPPEDA. Hal ini dapat dikatakan sejalan dengan tuntutan pemerintah untuk menunjukkan akuntabilitas kinerjanya kepada masyarakat. untuk pengukuran kinerja instansi pemerintah daerah, adanya perbaikan kinerja untuk untuk meminimalisir terjadinya kesalahan dan merupakan upaya perbaikan kinerja. Pelaksanaan rapat rutin juga dapat mengevaluasi pelaksanaan, pengawasan keberlanjutan yang baik dan efektif karena telah melakukan monitoring dan evaluasi terhadap yang diawasi secara berkelanjutan, sistematik dalam bentuk pengawasan seperti audit, reviu, evaluasi dan pemantauan. yang dilaksanakan dalam rangka memberikan keyakinan yang memadai bahwa kegiatan telah dilaksanakan sesuai dengan tolak ukur yang ditetapkan secara efektif dan efisien untuk kepentingan pimpinan dalam mewujudkan tata kelola pemerintahan yang baik. This research is motivated by the process of activities aimed at ensuring that the Government runs efficiently and effectively in accordance with the plans and provisions of laws and regulations”. The occurrence of reform has changed the face of the life of the Indonesian nation, especially the aspect of Government which has been so centralistic towards a more democratic direction as a form of realization of Good Governance to create good governance and the realization of civil society. In addition, it is also a repressive action, the basis of which is regulated in the constitution and its elaboration is regulated in the Law. The role of functional supervision of the Government which tends to be inefficient and ineffective is the cause of criminal acts of corruption, including in the implementation of Regional Government. The purpose of this study is to analyze the Performance of the Government Internal Supervisory Apparatus (APIP) in Realizing Good Governance at the Mandailing Natal Regency Inspectorate. And to analyze the inhibiting factors of the Performance of the Government Internal Supervisory Apparatus (APIP) in Realizing Good Governance at the Mandailing Natal Regency Inspectorate. The results of this study indicate that by using indicators according to Prawirosentono's theory (1999) where the planning for achieving performance targets is monitored periodically both by the internal Inspectorate itself and by BAPPEDA, this can be said to be in line with the government's demands to demonstrate its performance accountability to the public. for measuring the performance of regional government agencies, there is an improvement in performance to minimize errors and is an effort to improve performance. The implementation of routine meetings can also evaluate the implementation, supervision of good and effective sustainability because it has carried out monitoring and evaluation of those being supervised continuously, systematically in the form of supervision such as audits, reviews, evaluations and monitoring. which is carried out in order to provide adequate assurance that activities have been carried out in accordance with the benchmarks that have been set effectively and efficiently for the benefit of the leadership in realizing good governance. | en_US |
