Abstract: | Rendahnya pendapatan parkir di Kabupaten Mandailing Natal berdampak pada pendapatan asli daerah (PAD), dikarenakan kurangnya kesadaran masyarakat untuk membayar parkir selaku pengguna jasa parkir serta kurangnya pengetahuan dan pemahaman tentang jasa parkir. Adapun tujuan penelitian ini untuk menganalisis peranan Dinas Perhubungan Kabupaten Mandailing Natal pada aspek perencanaan, penggerakan dan pengawasan dalam meningkatkan pendapatan Asli Daerah (PAD) melalui tata kelola parkir di Kota Panyabungan dan Menganalisis faktor internal dan eksternal yang menghambat ketidak tercapainya Parkir di Kabupaten Mandailing Natal Pada aspek perencanaan, penggerakan dan pengawasan dalam meningkatkan Pendapatan Asli Daerah (PAD) melalui tata kelola parkir di Kota Panyabungan. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian ini berdasarkan teori Soekanto (2007;212) sebagai berikut; Pertama perencanaan yang dilakukan oleh Dinas Perhubungan melibatkan langkah strategis untuk membekali anggota pemungut parkir dengan mengadakan sosialisasi yang dilaksanakan oleh Satuan Lalu Lintas Polres, Kedua penggerakan yang dilakukan oleh Kepala Dinas Perhubungan melibatkan komunikasi langsung dengan pegawai untuk memastikan pembinaan yang efektif terhadap juru parkir di lapangan, Ketiga pengawasan yang dilakukan oleh Dinas Perhubungan dilaksanakan untuk memastikan anggota juru parkir di lapangan menjalankan tugas dengan baik. Adapun faktor internal dan eksternal yang menghambat ketidak tercapainya parkir yaitu kurangnya kesadaran dan disiplin dari masyarakat dalam mematuhi peraturan parkir yang ada dan berimbas pada penggerakan untuk penataan parkir yang efektif seperti di tepi jalan, Sementara itu faktor eksternalketerbatasan anggaran. The low parking revenue in Mandailing Natal Regency has an impact on the original regional income (PAD), due to the lack of public awareness to pay for parking as users of parking services and the lack of knowledge and understanding of parking services. The purpose of this study is to analyze the role of the Mandailing Natal Regency Transportation Agency in the aspects of planning, mobilization and supervision in increasing the Original Regional Income (PAD) through parking management in Panyabungan City and Analyze internal and external factors that hinder the failure to achieve Parking in Mandailing Natal Regency In the aspects of planning, mobilization and supervision in increasing the Original Regional Income (PAD) through parking management in Panyabungan City. This study uses a qualitative descriptive research method. The results of this study are based on Soekanto's theory (2007; 212) as follows; First, the planning carried out by the Transportation Agency involves strategic steps to equip parking collector members by holding socialization carried out by the Traffic Unit of the Police Resort, Second, the mobilization carried out by the Head of the Transportation Agency involves direct communication with employees to ensure effective coaching for parking attendants in the field, Third, supervision carried out by the Transportation Agency is carried out to ensure that parking attendant members in the field carry out their duties properly. The internal and external factors that hinder the failure to achieve parking are the lack of awareness and discipline from the community in complying with existing parking regulations and have an impact on the mobilization for effective parking arrangements such as on the side of the road, while the external factor is budget limitations. |
