Abstract: | Pemerintah mengupayakan perlindungan dan pengakuan identitas hukum melalui pelayanan administrasi kependudukan, salah satunya dengan penerbitan Kartu Identitas Anak (KIA) berdasarkan Permendagri No. 2 Tahun 2016. KIA bertujuan meningkatkan pendataan anak, perlindungan hukum, dan akses pelayanan publik. Di Kabupaten Langkat, program ASKIA CERIA (Ayo Segera Miliki Kartu Identitas Anak, Cepat Rasakan Manfaatnya) diluncurkan untuk mempercepat pencapaian target kepemilikan KIA, dengan promosi menarik di layanan kuliner, pendidikan, dan rekreasi. Kepemilikan KIA di Kabupaten Langkat saat ini belum mencapai target nasional, atau ketercapaiannya masih 49,6%. Sehingga, tujuan penelitian ini untuk menganalisis implementasi program ASKIA CERIA dalam penerbitan Kartu Identitas Anak (KIA) pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Langkat yang ditinjau dari aspek komunikasi, sumber daya, disposisi dan struktur birokrasi. Penelitian ini menggunakan pendekatan deskriptif kualitatif yang fokus pada pemahaman dan penggambaran fenomena sosial dengan tujuan untuk memberikan deskripsi yang mendetail dan mendalam. Hasil menunjukkan bahwa implementasi ASKIA CERIA dalam penerbitan KIA di Disdukcapil Kabupaten Langkat masih menghadapi tantangan pada aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi. Upaya perbaikan diperlukan untuk meningkatkan strategi komunikasi, kualitas sumber daya manusia, alokasi anggaran, motivasi pelaksana, serta koordinasi lintas tingkat dan fleksibilitas prosedur agar program dapat berjalan lebih optimal dan manfaatnya dirasakan oleh masyarakat. The government seeks to protect and recognize legal identity through population administration services, one of which is by issuing Child Identity Cards (KIA) based on Minister of Home Affairs Regulation No. 2 of 2016. KIA aims to improve child data collection, legal protection, and access to public services. In Langkat Regency, the ASKIA CERIA (Come on, Get a Child Identity Card, Quickly Feel the Benefits) innovation was launched to accelerate the achievement of KIA ownership targets, with attractive promotions in culinary, education and recreation services. Currently, KIA ownership in Langkat Regency has not reached the national target, or achievement is still 49.6%. So, the aim of this research is to analyze the implementation of the ASKIA CERIA innovation program in issuing Child Identity Cards (KIA) at the Langkat Regency Population and Civil Registration Service in terms of communication, resources, disposition and bureaucratic structure. This research uses a qualitative descriptive approach which focuses on understanding and describing social phenomena with the aim of providing detailed and in-depth descriptions. The results show that the implementation of ASKIA CERIA in issuing KIA at the Langkat Regency Dukcapil Office still faces challenges in the aspects of communication, resources, disposition and bureaucratic structure. Improvement efforts are needed to improve communication strategies, quality of human resources, budget allocation, implementer motivation, as well as cross-level coordination and procedural flexibility so that the program can run more optimally and the benefits are felt by the community. |
