Abstract: | Penelitian ini membahas implementasi Peraturan Pemerintah Nomor 5 Tahun 2021 tentang Penyelenggaraan Perizinan Berusaha Berbasis Risiko pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Serdang Bedagai, khususnya bagi pelaku Usaha Mikro Kecil (UMK). Latar belakang penelitian ini adalah masih rendahnya pemahaman masyarakat mengenai penggunaan aplikasi OSS-RBA serta terbatasnya kompetensi dan sarana prasarana pelayanan yang berdampak pada efektivitas perizinan. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif dan teori implementasi kebijakan publik menurut George C. Edward III. Hasil penelitian menunjukkan bahwa implementasi OSS-RBA di Serdang Bedagai telah menunjukkan komunikasi yang cukup baik antara pemerintah dan masyarakat, namun masih perlu peningkatan dalam hal sumber daya manusia dan struktur pelayanan. Hambatan utama yang ditemukan adalah kesulitan penggunaan aplikasi, pemilihan KBLI, serta kurangnya sosialisasi kepada pelaku UMK. Penelitian ini merekomendasikan peningkatan kapasitas SDM, perbaikan infrastruktur teknologi, serta koordinasi lintas sektor sebagai solusi untuk meningkatkan efektivitas pelaksanaan perizinan berbasis risiko di daerah. This study discusses the implementation of Government Regulation Number 5 of 2021 on Risk-Based Business Licensing at the Investment and One-Stop Integrated Service Office (DPMPTSP) of Serdang Bedagai Regency, specifically for Micro and Small Enterprises (MSEs). The study was motivated by the community’s limited understanding of the OSS-RBA system and the lack of service infrastructure and personnel competence, which affected the effectiveness of licensing services. This research used a qualitative method with a descriptive approach and was analyzed using George C. Edward III’s policy implementation theory. The findings indicate that OSS-RBA implementation has demonstrated effective communication between government and society; however, improvements are needed in human resources and service structure. Major challenges include difficulties in using the application, selecting appropriate business classification codes (KBLI), and lack of outreach to business actors. The study recommends enhancing personnel capacity, improving digital infrastructure, and strengthening inter-sectoral coordination to optimize the effectiveness of risk-based licensing at the local level. |
