dc.description.abstract | Penelitian ini dilatar belakangi oleh tuntutan masyarakat terhadap layanan administrasi kependudukan yang mudah diakses. Kendala jarak yang jauh dan keterbatasan sarana transportasi umum menyebabkan masyarakat tidak dapat mengurus dokumen kependudukan secara langsung di kantor Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) tingkat kabupaten. Untuk mengatasi hal tersebut, Disdukcapil Kabupaten Serdang Bedagai meluncurkan Paket Cetak Layanan Keliling (PAK CEPAT YANLING) sebagai bagian dari Program Jemput Bola sesuai dengan Peraturan Menteri Dalam Negeri Nomor 19 Tahun 2018 yang bertujuan untuk meningkatkan kualitas layanan administrasi kependudukan. Tujuan penelitian ini adalah untuk mengevaluasi implementasi inovasi PAK CEPAT YANLING dan mengidentifikasi faktor-faktor yang dapat menghambat efektivitasnya. Penelitian ini menggunakan teori George C. Edward III dengan metodologi kualitatif deskriptif dengan teknik observasi, wawancara, dokumentasi, dan telaah pustaka. Hasil penelitian menunjukkan bahwa implementasi inovasi PAK CEPAT YANLING di Kabupaten Serdang Bedagai sudah berjalan tetapi masih perlu pembenahan, yang dinilai melalui empat indikator utama: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Meskipun demikian, masih ditemukan beberapa kendala, antara lain kurangnya kesadaran masyarakat mengenai pentingnya dokumen kependudukan, kurangnya sosialisasi tentang persyaratan, dan kurangnya minat masyarakat dalam mengelola dokumen kependudukan, kurangnya sarana dan sarana pendukung, keterbatasan anggaran serta Sumber Daya Manusia. This research is motivated by the public's demand for population administration services that are easily accessible. The constraints of long distances and limited public transportation means that the community cannot process population documents directly at the district-level Population and Civil Registration Office (Disdukcapil). To overcome this, the Serdang Bedagai District Disdukcapil launched the Mobile Service Print Package (PAK CEPAT YANLING) as part of the Jemput Bola Program in accordance with the Minister of Home Affairs Regulation Number 19 of 2018 which aims to improve the quality of population administration services. The purpose of this study is to evaluate the implementation of the PAK CEPAT YANLING innovation and identify factors that may hinder its effectiveness. This research uses the theory of George C. Edward III theory with descriptive qualitative methodology with observation, interview, documentation, and literature review techniques. The results showed that the implementation of PAK CEPAT YANLING innovation in Serdang Bedagai Regency has been going well, which is assessed through four main indicators: communication, resources, disposition, and bureaucratic structure. Nevertheless, several obstacles were still found, including the lack of public awareness about the importance of population documents, the lack of socialization about the requirements, and the lack of public interest in managing population documents. | en_US |
