Peranan Inspektorat Daerah Sebagai Pengawas Internal Pemerintah Daerah Kabupaten Mandailing Natal

Abstract

Penelitian ini dilatar belakangi oleh masalah Pelaksanaan Pengawasan dalam penyelenggaraan Pemerintahan Daerah di Kabupaten Mandailing Natal yang secretariat ormas selalu berpindah tanpa adanya pemberitahuan ke kesbangpol, kemudian pergantian susunan kepengurusan organisasi selama aktif masa periode serta perkembangan organisasi tahunan tidak dilaporkan. Tujuan penelitian ini untuk menganalisis Peranan Inspektorat Daerah Sebagai Aparat Pengawas Internal Pemerintah Daerah Kabupaten Mandailing Natal. serta Untuk mengetahui faktor-faktor apa saja yang menjadi penghambat Inspektorat Daerah sebagai Pengawas Internal Pemerintah Daerah Kabupaten Mandailing Natal. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil Penelitian ini menggunakan teori Thoha (2013) yaitu adanya Peran Hubungan Antar Pribadi dimana peran pimpinan Kepala Inspektorat Daerah sebagai figurehead yang dijalankan dengan sangat baik untuk meningkatkan kinerja pegawainya sebagai pengawas internal pemerintah dalam hal ini pimpinan harus memberi contoh kepada pegawainya untuk menjalankan tugas dengan sungguh-sungguh, telitih sesuai aturan. Kemudian adanya Peran yang berhubungan dengan informasi dimana peran monitor and dessiminator sebagai Kepala Inspektorat Daerah dapat mengetahui keadaan dengan baik dan dapat mengatahui langsung masalah internal dalam pegawainya sehingga bermanfaat bagi kinerja pegawainya dalam melakukan pengawasan dan Kemudian adanya Peran Pembuat Keputusan dimana peran entrepreneur dijalankan dengan baik oleh kepala Inspektorat Daerah karena berpengaruh untuk meningkatkan kinerja pegawainya sebagai pengawas internal pemerintah. Adapun Faktor penghambat dalam melaksanakan Peranan Inspektorat Daerah yaitu jarak lokasi pemeriksaan, kurang kooperatif dalam melakukan pemeriksaan dan keterbatasan waktu. This research is motivated by the problem of the Implementation of Supervision in the implementation of Regional Government in Mandailing Natal Regency, where the secretariat of mass organizations always moves without notification to Kesbangpol, then the change in the composition of the organization's management during the active period and the annual development of the organization are not reported. The purpose of this study is to analyze the Role of the Regional Inspectorate as an Internal Supervisory Apparatus of the Regional Government of Mandailing Natal Regency. and to find out what factors inhibit the Regional Inspectorate as an Internal Supervisor of the Regional Government of Mandailing Natal Regency. This study uses a qualitative descriptive research method. The results of this study use Thoha's theory (2013), namely the existence of the Role of Interpersonal Relations where the role of the Head of the Regional Inspectorate as a figurehead is carried out very well to improve the performance of his employees as internal government supervisors in this case the leader must set an example for his employees to carry out their duties seriously, carefully according to the rules. Then there is a Role related to information where the role of monitor and disseminator as the Head of the Regional Inspectorate can know the situation well and can know directly the internal problems in his employees so that it is useful for the performance of his employees in carrying out supervision and Then there is the Role of Decision Maker where the role of entrepreneur is carried out well by the head of the Regional Inspectorate because it has an effect on improving the performance of his employees as internal government supervisors. The inhibiting factors in implementing the Role of the Regional Inspectorate are the distance of the inspection location, lack of cooperation in conducting inspections and time constraints
