Abstract: Kekerasan anak menjadi masalah besar dampak fisik dan psikologis serius, fokusnya pada perlindungan hukum dan peran polisi sebagai penegak hukum dalam menciptakan lingkungan yang aman dan mendukung bagi anak-anak. Berdasarkan data KPAI tahun 2024, 35% kasus kekerasan terhadap anak terjadi di sekolah. Perumusan Masalah berdasarkan penelitian ini bagaimana proses penyidikan dan peyelidikan serta peran dan saksi bagi pelaku kekerasan terhadap anak di lingkup sekolah. Penelitian menggunakan metode yuridis normatif dengan pendekatan studi kepustakaan dan lapangan. Hasil penelitian menunjukkan bahwa proses penyidikan dan pelidikan oleh kepolisian sering terhambat oleh kurangnya bukti, minimnya pelaporan, serta keterbatasan sumber daya. Tindak pidana kekerasan diatur dalam Bab XIV Buku II KUHP, yang berkaitan erat dengan kejahatan terhadap badan karena berpotensi membahayakan jiwa dan raga. Peran Kepolisian Negara Republik Indonesia dalam penanggulangannya tercantum dalam Pasal 5 ayat (1) Undang-Undang Nomor 2 Tahun 2002. Kendala utama dalam penanggulangan tindak pidana kekerasan di wilayah hukum Polda Sumatera Utara adalah minimnya partisipasi masyarakat, padahal keterlibatan aktif masyarakat sangat esensial dan sinergis dengan upaya Kepolisian. Disarankan agar Pemerintah Republik Indonesia, bekerja sama dengan Kepolisian dan instansi pendidikan, melaksanakan sosialisasi ketentuan KUHP terkait tindak pidana kekerasan guna meminimalisir faktor-faktor penyebab kejahatan. Peran proaktif polisi, kerja sama antar lembaga, dan edukasi hukum di sekolah perlu diperkuat untuk menciptakan lingkungan aman bagi anak. Penerapan sanksi pidana menghadapi tantangan dalam membangun kerja sama antara sekolah dan aparat hukum, serta dalam memastikan perlindungan korban. Diperlukan sinergi kebijakan yang tegas untuk menanggulangi kekerasan dengan lebih efektif. Child violence is a major problem with serious physical and psychological impacts, its focus on legal protection and the role of the police as law enforcement in creating a safe and supportive environment for children. Based on KPAI data in 2024, 35% of cases of violence against children occur in schools. Problem Formulation Based on this research how the investigation and investigation process as well as the role and witnesses for perpetrators of violence against children in schools. The research uses a normative juridical method with a literature and field study approach. The results of the study show that the investigation and investigation process by the police is often hampered by lack of evidence, lack of reporting, and limited resources. The crime of violence is regulated in Chapter XIV Book II of the Criminal Code, which is closely related to crimes against the body because it has the potential to endanger the soul and body. The role of the National Police of the Republic of Indonesia in its countermeasures is listed in Article 5 paragraph (1) of Law Number 2 of 2002. The main obstacle in overcoming violent crimes in the jurisdiction of the North Sumatra Police is the lack of community participation, even though the active involvement of the community is very essential and synergistic with the efforts of the Police. It is recommended that the Government of the Republic of Indonesia, in collaboration with the Police and educational institutions, carry out socialization of the provisions of the Criminal Code related to violent crimes in order to minimize the factors that cause crime. The proactive role of the police, inter-agency cooperation, and legal education in schools need to be strengthened to create a safe environment for children. The implementation of criminal sanctions faces challenges in building cooperation between schools and law enforcement, as well as in ensuring victim protection. Firm policy synergy is needed to tackle violence more effectively.
