dc.description.abstract | Pertumbuhan kepemilikan kendaraan bermotor yang pesat di kawasan perkotaan telah berdampak signifikan terhadap kinerja prasarana jalan. Salah satu konsekuensinya adalah meningkatnya volume lalu lintas yang menyebabkan kemacetan, penurunan kecepatan kendaraan, waktu tempuh yang lebih lama, serta penurunan tingkat pelayanan jalan secara keseluruhan. Jalan Perintis Kemerdekaan di Kota Medan merupakan salah satu jalan arteri utama yang sering mengalami permasalahan tersebut akibat tingginya permintaan lalu lintas, khususnya pada jam-jam sibuk. Untuk mengatasi permasalahan ini, diterapkan rekayasa lalu lintas dengan mengubah jalan tersebut menjadi sistem satu arah. Penelitian ini bertujuan untuk mengevaluasi efektivitas sistem satu arah dalam meningkatkan kinerja lalu lintas di sepanjang Jalan Perintis Kemerdekaan. Metode analisis mengacu pada Pedoman Kapasitas Jalan Indonesia (PKJI), dengan fokus pada indikator kinerja utama seperti volume lalu lintas, kecepatan rata-rata, waktu tempuh, dan derajat kejenuhan (DS). Data diperoleh melalui survei lapangan yang dilakukan sebelum dan sesudah penerapan sistem satu arah. Hasil penelitian menunjukkan adanya peningkatan kinerja lalu lintas yang signifikan. Derajat kejenuhan berada pada kisaran 0,56 – 0,60 satuan mobil penumpang per jam (smp/jam), yang menunjukkan bahwa jalan beroperasi dalam kapasitas optimal. Kecepatan rata-rata kendaraan meningkat menjadi 57 – 61 km/jam, dan waktu tempuh berkurang menjadi sekitar 9,47 – 10,4 detik untuk ruas jalan yang diamati. Kesimpulannya, penerapan sistem satu arah di Jalan Perintis Kemerdekaan terbukti efektif dalam mengurangi kemacetan dan meningkatkan kelancaran arus lalu lintas. Strategi ini dapat menjadi solusi praktis dalam manajemen lalu lintas untuk jalan-jalan perkotaan lain yang mengalami kondisi serupa. The rapid growth of motor vehicle ownership in urban areas has significantly impacted road infrastructure performance. One of the consequences is the increased traffic volume, which leads to congestion, reduced vehicle speeds, longer travel times, and an overall decline in road service levels. Jalan Perintis Kemerdekaan in Medan City is one of the main arterial roads that frequently experiences such issues due to high traffic demand, particularly during peak hours. To address these problems, a traffic engineering solution was implemented by converting the road into a one-way system. This study aims to evaluate the effectiveness of the one-way system in improving traffic performance along Jalan Perintis Kemerdekaan. The analysis method refers to the Indonesian Highway Capacity Guidelines (PKJI), focusing on key performance indicators such as traffic volume, average speed, travel time, and degree of saturation (DS). Data were collected through field surveys conducted before and after the implementation of the one-way system. The results show a significant improvement in traffic performance. The degree of saturation ranged from 0.56 to 0.60 passenger car units per hour (pcu/hour), indicating that the road operates at optimal capacity. The average vehicle speed increased to 57–61 km/h, and travel time decreased to approximately 9.47–10.4 seconds for the observed road segment. In conclusion, the implementation of the one-way system on Jalan Perintis Kemerdekaan has proven effective in reducing congestion and improving traffic flow. This strategy can serve as a practical traffic management solution for other urban roads experiencing similar conditions. | en_US |
