dc.description.abstractPelayanan administrasi kependudukan merupakan bagian penting dalam penyelenggaraan pemerintahan yang bertujuan untuk memastikan hak-hak administrasi setiap warga negara. Namun, implementasi kebijakan pelayanan administrasi kependudukan di Kantor Lurah Serbelawan, Kecamatan Dolok Batu Nanggar, Kabupaten Simalungun, masih menghadapi berbagai kendala. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pelayanan administrasi kependudukan di tingkat kelurahan serta mengidentifikasi faktor penghambat dan strategi perbaikannya. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa keterbatasan sarana dan prasarana, jumlah pegawai yang tidak mencukupi, serta kurangnya sosialisasi dan transparansi menjadi faktor utama yang menghambat efektivitas pelayanan. Masyarakat sering mengalami kesulitan dalam mengurus dokumen kependudukan akibat prosedur yang berbelit dan kurangnya informasi yang jelas. Peningkatan fasilitas, teknologi, tenaga administrasi, dan sosialisasi yang intensif dapat mempercepat, mengefisienkan, dan meningkatkan transparansi pelayanan administrasi kependudukan di Kantor Lurah Serbelawan sesuai prinsip good governance. Population administration services are an important part of the administration of government which aims to ensure the administrative rights of every citizen. However, the implementation of the population administration service policy at the Serbelawan Village Office, Dolok Batu Nanggar District, Simalungun Regency, still faces various obstacles. This study aims to analyze the implementation of population administration service policies at the village level and identify inhibiting factors and improvement strategies. The research method used is qualitative descriptive with data collection techniques through interviews, observations, and documentation. The results of the study show that limited facilities and infrastructure, insufficient number of employees, and lack of socialization and transparency are the main factors that hinder service effectiveness. People often experience difficulties in managing population documents due to convoluted procedures and a lack of clear information. Improving facilities, technology, administrative personnel, and intensive socialization can accelerate, streamline, and increase the transparency of population administration services at the Serbelawan Village Office by the principles of good governanceen_US
