dc.description.abstractPenerapan Online Single Submission (OSS) melalui Peraturan Pemerintah No. 24 Tahun 2018 bertujuan untuk meningkatkan efisiensi dan transparansi dalam perizinan usaha guna mendorong investasi. Namun, implementasi OSS di Kota Medan masih menghadapi berbagai kendala. Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Pemerintah No. 24 Tahun 2018 tentang Online Single Submission (OSS) serta mengidentifikasi faktor penghambatnya di DPMPTSP Kota Medan. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode wawancara, observasi, dan dokumentasi untuk mengevaluasi efektivitas OSS di Kota Medan. Hasil penelitian menunjukkan bahwa meskipun OSS telah meningkatkan kemudahan perizinan, masih terdapat hambatan teknis dan regulasi yang memerlukan perhatian lebih lanjut. Untuk mengatasi kendala ini, diperlukan harmonisasi regulasi, penguatan infrastruktur digital, peningkatan sosialisasi, serta peningkatan kapasitas SDM di instansi terkait. Dengan perbaikan yang tepat, OSS dapat berfungsi lebih optimal dalam meningkatkan Ease of Doing Business dan menarik lebih banyak investasi ke Kota Medan. The implementation of Online Single Submission (OSS) through Government Regulation No. 24 of 2018 aims to increase efficiency and transparency in business licensing to encourage investment. However, the implementation of OSS in Medan City still faces various obstacles. This study aims to analyze the implementation of Government Regulation No. 24 of 2018 concerning Online Single Submission (OSS) and identify its inhibiting factors in the Medan City DPMPTSP. This study uses a descriptive qualitative approach with interview, observation, and documentation methods to evaluate the effectiveness of OSS in Medan City. The results show that although OSS has improved the ease of licensing, there are still technical and regulatory barriers that require further attention. To overcome this obstacle, it is necessary to harmonize regulations, strengthen digital infrastructure, increase socialization, and increase human resource capacity in related agencies. With the right improvements, OSS can function more optimally in increasing the Ease of Doing Business and attracting more investment to the city of Medan.en_US
