dc.description.abstract | This study aims to analyze the implementation of Online Single Submission Risk-Based Approach (OSS RBA) licensing services for micro and small businesses at the Serdang Bedagai Regency Investment and One-Stop Integrated Services Office (DPMPTSP). This study uses the theory of George C. Edward III with a qualitative research approach. The study results show that the implementation of OSS RBA in DPMPTSP Serdang Bedagai Regency has been running quite effectively with good communication, although there are still obstacles. Employee resources are ready, but supporting facilities need to be improved. The clear bureaucratic structure and commitment of the DPMPTSP in handling public complaints support the program's effectiveness. Supporting factors include regulations, technological infrastructure, human resource competence, socialization, and local government support. The main obstacles faced are the limitations of digital literacy, lack of socialization, system complexity, and limited infrastructure. In conclusion, resource optimization and technical support are still needed to improve service quality. Penelitian ini bertujuan untuk menganalisis implementasi layanan perizinan Online Single Submission Risk-Based Approach (OSS RBA) bagi usaha mikro dan kecil di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Serdang Bedagai. Penelitian ini menggunakan teori George C. Edward III dengan pendekatan penelitian kualitatif. Hasil penelitian menunjukkan bahwa implementasi OSS RBA di DPMPTSP Kabupaten Serdang Bedagai telah berjalan cukup efektif dengan komunikasi yang baik, meskipun masih terdapat kendala. Sumber daya pegawai sudah siap, namun sarana pendukung perlu ditingkatkan. Struktur birokrasi yang jelas dan komitmen DPMPTSP dalam menangani pengaduan masyarakat mendukung efektivitas program. Faktor pendukung meliputi regulasi, infrastruktur teknologi, kompetensi sumber daya manusia, sosialisasi, dan dukungan pemerintah daerah. Kendala utama yang dihadapi adalah keterbatasan literasi digital, kurangnya sosialisasi, kompleksitas sistem, dan keterbatasan infrastruktur. Kesimpulannya, optimalisasi sumber daya dan dukungan teknis masih diperlukan untuk meningkatkan kualitas layanan. | en_US |
