Efektifitas Implementasi Permendagri No. 33 Tahun 2012 Ten tang Pedoman Pendaftaran Organisasi Kemasyarakatan di Lingkungan Kementerian dalam Negeri dan Pemerintah Daerah (Studi pada Kantor Kesatuan Bangsa, Politik dan Perlindungan Masyarakat Pemerintah Kabupaten Serdang Bedagai)

Abstract

Kantor Kesbangpol.linmas Serdang Bedagai mempunyai tugas pokok membantu Bupati dalam penyelenggaraan pemerintahan dalam bidang kesatuan bangsa, politik. Dan perlindungan masyarakat. Beberapa permasalahan yang tetjadi pada Kantor Kesbangpol Linmas Serdang Bedagai adalah mengenai pengimplementasian permendagri no.33 tahun 2012, yang masih belum dilaksanakan dengan baik. Permendagri no.33 tahun 2012 memuat tentang pedoman pendaftaran organisasi kemasyarakatan di lingkungan kementrian dalam negeri dan pemerintah daerah. Metode yang digunakan. dalam penelitian ini adalah penelitian deskript~f ~alitatif dan deskriptif kuantitatif Metode analisis yang digunakan ialah analisis deskriptif, dan analisis regresi linier berganda. Populasi adalah seluruh ormas yang berjumlah 349 ormas. Penentuan sampel dengan menggunakan rumus slovin dengan menggunakan taraf kepereayaan 90%, dan jumlah sampel sebanyak 78 ormas. Hasil. penelitian menunjukkan bahwa Implementasi kebijakan Permendagri No. 33 tahun 2012 tentang pedoman pendaftaran ormas di lingkungan pemerintah dalam negeri dan pemerintah daerah pada pemerintah Kabupaten Serdang Bedagai belum berjalan secara efektif Keefektifan implementasi hanya dapat dilihat dari tahapan pendaftaran dan dari segi perpanjangan, perubahan dan pencabutan surat keterangan terdaftar (SKT). Secara serempak penentuan persyaratan pendaftaran, persepsi terhadap tujuan bersama dan konsistensi tim peneliti berpengaruh terhadap efektivitas implementasi , dengan tingkat pengaruh yang sangat signifikan (high significant) . Secara parsial penentuan persyaratan pendaftaran berpengaruh lebih dominan daripada persepsi terhadap tujuan bersama, dan konsistensi tim peneliti. Hal ini berarti bahwa penentuan persyaratan pendaftaran lebih menentukan di dalam meningkatkan efektivitas implementasi. The Office of National Unity, Politics, and Community Protection (Kesbangpol Linmas) of Serdang Bedagai Regency has the primary duty of assisting the Regent in administering government affairs in the fields of national unity, politics, and community protection. Several issues identified in the Kesbangpol Linmas Office of Serdang Bedagai Regency concern the implementation of Minister of Home Affairs Regulation (Permendagri) No. 33 of 2012, which has not yet been carried out effectively. This regulation provides guidelines for the registration of community organizations within the Ministry of Home Affairs and local governments. The research employed a descriptive qualitative and descriptive quantitative approach. The methods of analysis used were descriptive analysis and multiple linear regression analysis. The population of the study consisted of all 349 community organizations (ormas). Sampling was determined using the Slovin formula with a confidence level of 90%, resulting in a sample size of 78 organizations. The findings of the study indicate that the implementation of Permendagri No. 33 of 2012 regarding the registration guidelines of community organizations within the Ministry of Home Affairs and local governments in Serdang Bedagai Regency has not been effectively implemented. The effectiveness of implementation can only be observed in the registration stage, while the stages concerning the extension, amendment, and revocation of the Certificate of Registration (Surat Keterangan Terdaftar/SKT) have not been effectively carried out. Simultaneously, the determination of registration requirements, perceptions of common objectives, and the consistency of the review team significantly influence the effectiveness of implementation, with a high level of significance. Partially, the determination of registration requirements exerts a more dominant influence compared to perceptions of common objectives and the consistency of the review team. This implies that the determination of registration requirements plays the most crucial role in improving the effectiveness of implementation.
