dc.description.abstractData terakhir menunjukkan bahwa laju kerusakan hutan di Indonesia telah mencapai 3,8 juta hektar per tahun, dan negara telah menderita kerugian sebesar Rp 83 miliar per hari akibat praktik pembalakan liar. Lebih parah lagi, praktik pembalakan liar ini tidak hanya mengakibatkan kerugian negara tetapi juga berdampak negatif terhadap generasi saat ini (kerugian langsung), seperti banjir, kekeringan, perubahan iklim, bahaya penyakit, dan tanah longsor. Meskipun pernyataan tentang pemberantasan pembalakan liar dan melakukan berbagai operasi telah dibuat, hasilnya cenderung mengecewakan. Hal ini karena penegakan hukum dalam kasus pembalakan liar belum menyentuh semua aktor utama yang terlibat dalam pembalakan liar, yaitu pemodal dan pemilik modal. Permasalahan dalam tesis ini adalah: Bagaimana pengaturan hukum tindak pidana kehutanan di Indonesia? Faktor-faktor apa saja yang berkontribusi terhadap terjadinya tindak pidana kehutanan? Bagaimana peran Kepolisian Daerah Sumatera Utara dalam memberantas tindak pidana kehutanan di Kabupaten Mandailing Natal? The latest data indicates that the rate of forest destruction in Indonesia has reached 3.8 million hectares per year, and the country has suffered losses of Rp 83 billion per day due to illegal logging practices. Even worse, these illegal logging practices not only result in state losses but also negatively impact the current generation (direct losses), such as floods, droughts, climate change, disease hazards, and landslides. Although statements about fighting illegal logging and conducting numerous operations have been made, the results have tended to be disappointing. This is because law enforcement in illegal logging cases has not yet addressed all the main actors involved in illegal logging, namely the financiers and capital owners. The problem in this thesis is: How is the legal regulation of forestry crimes in Indonesia? What factors contribute to forestry crimes? What is the role of the North Sumatra Regional Police in combating forestry crimes in Mandailing Natal Regency?en_US
