Analisis Tarif Angkutan Umum Berdasarkan Biaya Operasional Kendaraan Ability to Pay dan Willingness to Pay pada Trayek Terminal Kabanjahe Siantar

Abstract

Penentuan tarif angkutan umum ditentukan oleh beberapa faktor seperti kondisi ekonomi masyarakat, biaya perawatan/suku cadang, harga BBM, infrastruktur dan sebagainya. Perubahan harga BBM sangat mempengaruhi Biaya Operasional Kendaraan yang juga mempengaruhi nilai kemauan dan kemampuan pengguna angkutan umum, sehingga untuk mengetahui tarif perlu dilakukan penelitian tentang Biaya Operasional Kendaraan, Kemampuan Membayar dan Kesediaan Membayar. Penelitian ini bertujuan untuk mengetahui apakah tarif angkutan bus Antar Kota Dalam Provinsi (AKDP) saat ini sudah sesuai dengan Biaya Operasional Kendaraan (BOK) menurut peraturan Dinas Perhubungan dan untuk mengetahui daya beli penumpang terhadap tarif yang berlaku dalam hal kemampuan (Ability To Pay) dan kemauan (Willingness To Pay). Metode penelitian ini menggunakan metode deskriptif analitis sedangkan metode perhitungannya menggunakan metode Dinas Perhubungan. Dari hasil analisis data tarif berdasarkan Biaya Operasional Kendaraan (BOK) yang dikeluarkan oleh PT. Sinar Sepadan sebesar Rp. 31.965. Berdasarkan Kemampuan Untuk Membayar (ATP) sebesar Rp. 53.500. Berdasarkan Kesediaan Membayar sebesar Rp. 15.500. Tarif Angkutan Bus Antar Kota Dalam Provinsi (AKDP) Saat Ini di PT. Rute Sinar Sepadan untuk rute Kabanjahe-Siantar jika dilihat dari Biaya Operasional Kendaraan (BOK) sudah mendekati kewajaran, karena dari hasil selisih analisis tarif berdasarkan biaya operasi kendaraan dengan tarif saat ini hanya Rp. 1.965 yang artinya ini tergolong kecil, dan faktor yang mempengaruhi kemampuan membayar penumpang terhadap tarif yang berlaku saat ini jika dilihat dari kemampuan membayar adalah pendapatan penumpang. Pendapatan rata-rata per bulan penumpang bus ini di atas Rp. 2.500.000 yang menandakan kemampuan membayar penumpang atas tarif yang berlaku saat ini cukup baik . Kemudian faktor yang mempengaruhi kemauan membayar penumpang pada bus ini adalah pelayanan jasa yang diberikan oleh pihak penyelenggara jasa transportasi. Public transportation fares are determined by several factors, such as the community's economic conditions, maintenance/spare parts costs, fuel prices, infrastructure, and so on. Changes in fuel prices significantly impact vehicle operating costs, which also influence the willingness and ability of public transportation users. Therefore, to determine fares, research is needed on vehicle operating costs, ability to pay, and willingness to pay. This study aims to determine whether the current intercity and intraprovincial bus fares (AKDP) comply with the vehicle operating costs (BOK) according to Transportation Agency regulations and to determine passenger purchasing power regarding the applicable fares in terms of ability to pay and willingness to pay. This research method uses descriptive analytical methods, while the calculation method uses the Transportation Agency's method. Based on the data analysis, the fare based on vehicle operating costs (BOK) issued by PT. Sinar Sepadan is Rp 31,965. Based on ability to pay (ATP), it is Rp 53,500. Based on a Willingness to Pay of IDR 15,500, the current Intercity and Intraprovincial Bus (AKDP) fare at PT. Rute Sinar is reasonable for the Kabanjahe-Siantar route, considering the Vehicle Operating Costs (VOC). The difference between the fare analysis based on vehicle operating costs and the current fare is only IDR 1,965, which is relatively small. The factor influencing passenger willingness to pay for the current fare, when viewed from the willingness to pay perspective, is passenger income. The average monthly income of passengers on this bus is above IDR 2,500,000, indicating a good willingness to pay for the current fare. Another factor influencing passenger willingness to pay for this bus is the service provided by the transportation service provider.
