| Abstract: | Pembangunan desa merupakan fondasi utama dalam meningkatkan kesejahteraan masyarakat dan menciptakan pemerataan pembangunan nasional. Namun, efektivitas pembangunan desa sangat ditentukan oleh tingkat partisipasi masyarakatnya. Penelitian ini bertujuan untuk mengetahui bentuk-bentuk partisipasi masyarakat dalam pembangunan serta mengidentifikasi faktor penghambat partisipasi di Desa Bandar Khalipah, Kecamatan Percut Sei Tuan. Metode yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa bentuk partisipasi masyarakat mencakup keikutsertaan dalam pengambilan keputusan melalui musyawarah desa, pelaksanaan pembangunan melalui gotong royong, serta pemanfaatan dan evaluasi hasil pembangunan. Namun, partisipasi masyarakat masih tergolong rendah. Hal ini disebabkan oleh faktor internal seperti kesibukan warga, kurangnya kesadaran, serta motivasi yang lemah; dan faktor eksternal seperti minimnya sosialisasi dan komunikasi dari pemerintah desa. Kesimpulannya, keberhasilan pembangunan desa tidak terlepas dari peran aktif masyarakat sebagai subjek pembangunan. Oleh karena itu, disarankan agar pemerintah desa meningkatkan intensitas komunikasi, sosialisasi program pembangunan, dan melibatkan masyarakat secara lebih terbuka dalam setiap proses pembangunan guna mendorong partisipasi yang lebih optimal. Village development is a key foundation for improving community welfare and creating equitable national development. However, the effectiveness of village development is largely determined by the level of community participation. This study aims to determine the forms of community participation in development and identify factors inhibiting participation in Bandar Khalipah Village, Percut Sei Tuan District. The method used was descriptive qualitative, with data collection techniques through interviews, observation, and documentation. The results indicate that forms of community participation include participation in decision- making through village deliberations, development implementation through mutual cooperation (gotong royong), and the utilization and evaluation of development outcomes. However, community participation remains relatively low. This is due to internal factors such as busy residents, lack of awareness, and weak motivation; and external factors such as minimal outreach and communication from the village government. In conclusion, the success of village development is inseparable from the active role of the community as the subject of development. Therefore, it is recommended that the village government increase communication intensity, socialize development programs, and involve the community more openly in every development process to encourage optimal participation. |
