Abstract: Kepuasan Masyarakat terhadap Pelayanan Publik merupakan salah satu tolok ukur utama yang digunakan untuk menilai kinerja pemerintah. Meskipun demikian, masih terdapat permasalahan dalam tata tertib administrasi yang mempengaruhi kecepatan dan kualitas pelayanan masyarakat. Untuk mengetahui peran Kepala Seksi Pemerintahan dalam memberikan pelayanan administrasi di Kantor Desa Onowaembo Kecamatan Gunung Sitoli serta faktor-faktor yang menghambat Kepala Bagian Pemerintahan dalam memberikan pelayanan administrasi di Desa Onowaembo Kecamatan Gunungsitoli Kota Gunung Sitoi, maka akan dilakukan penelitian ini. Enam indikator dalam teori Sinambela, yaitu transparansi, akuntabilitas, kondisionalitas, partisipasi, persamaan hak, dan keseimbangan hak dan kewajiban, dikutip dalam makalah ini. Melalui penggunaan dokumentasi, wawancara, dan observasi, metodologi penelitian kualitatif digunakan. Berdasarkan temuan penelitian, kegiatan administrasi desa berhasil dalam sejumlah bidang, termasuk keterlibatan, kondisionalitas, akuntabilitas, dan keselarasan hak dan tanggung jawab. Namun masih ada beberapa bidang yang memerlukan perhatian lebih, yaitu: khususnya terkait dengan kesetaraan hak dan transparansi. Infrastruktur dan fasilitas desa yang belum memadai, serta ketidaktahuan masyarakat umum terhadap peraturan dan proses pemerintahan desa, merupakan kendala utama dalam pelayanan administrasi. Dengan mengatasi masalah ini, pelayanan publik Desa Onowaembo akan menjadi lebih responsif dan efektif. One of the main metrics used to evaluate the effectiveness of government is public satisfaction with public services. However, there are still problems in administrative procedures that affect public access to quality services quickly. The purpose of this study was to determine the function of the Head of Government Section in providing administrative services at the Onowaembo Village Office, Gunung Sitoli District, and the obstacles faced by the Head of Government Section in providing administrative services in Onowaembo Village, Gunungsitoli District, Gunung Sitoi City. In this study, six indicators of Sinambela theory were used, namely transparency, accountability, conditional, participatory, equal rights, and balance of rights and obligations. Observations were conducted as part of the qualitative research methodology.T According to the research findings, village administration activities are rather successful in terms of accountability, conditionality, participativeness, and the harmony of rights and responsibilities. But there are still some issues that require further focus, particularly in relation to equal rights and openness. The village's inadequate facilities and infrastructure, as well as the community's ignorance of village government regulations and processes, are the primary obstacles to administrative services. By tackling this issue, Onowaembo Village's public services will become more responsive and effective.
