dc.description.abstractAplikasi e-Samsat Sumut merupakan inovasi pelayanan publik berbasis digital yang bertujuan untuk mempermudah masyarakat dalam melakukan pembayaran pajak kendaraan bermotor secara online. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif yang dilaksanakan di UPTD PEPENDA Medan Utara. Teknik pengumpulan data yang digunakan meliputi wawancara, observasi, dan dokumentasi. Penelitian ini bertujuan untuk menilai efektivitas aplikasi berdasarkan lima indikator efektivitas program menurut Campbell. Hasil penelitian menunjukkan bahwa, keberhasilan program sudah mulai tampak dari implementasi aplikasi namun masih terkendala teknis, keberhasilan sasaran belum sepenuhnya tercapai karena belum semua masyarakat memanfaatkan layanan ini, kepuasan terhadap program masih rendah akibat gangguan sistem yang sering terjadi, tingkat input dan output menunjukkan ketidakseimbangan antara sumber daya dan hasil yang diperoleh serta pencapaian tujuan menyeluruh belum optimal karena beberapa hambatan belum teratasi. Adapun faktor penghambat efektivitas aplikasi ini adalah gangguan teknis seperti gagal login dan data kendaraan tidak terbaca, kurangnya sosialisasi kepada masyarakat, serta rendahnya literasi digital pengguna. Oleh karena itu, diperlukan perbaikan sistem, edukasi masyarakat, dan penguatan pelayanan digital secara menyeluruh. The e-Samsat Sumut application is a digital-based public service innovation aimed at facilitating the public in paying motor vehicle taxes online. This research is a qualitative study with a descriptive approach conducted at UPTD PEPENDA Medan Utara. Data collection techniques used include interviews, observation, and documentation. The study aims to assess the effectiveness of the application based on five program effectiveness indicators proposed by Campbell. The research findings show that program implementation has begun to show progress, but technical issues still hinder its performance. Target achievement has not been fully realized, as not all segments of society utilize the service. User satisfaction remains low due to frequent system disruptions. The input and output balance indicates a mismatch between the resources invested and the outcomes achieved. Moreover, the overall program objectives have not been optimally met due to unresolved obstacles. The inhibiting factors affecting the effectiveness of this application include technical issues such as login failures and unreadable vehicle data, limited public outreach, and low digital literacy among users. Therefore, system improvements, public education, and strengthening of digital service support are needed to ensure the application provides broad and tangible benefits to the community.en_US
