Peranan Pemerintah Desa dalam Mengembangkan Wisata Seribu Goa Desa Banuarea Kecamatan Pakkat Kabupaten Humbang Hasundutan

Abstract

Kabupaten Humbang Hasundutan, khususnya di Kecamatan Pakkat, terdapat sebuah destinasi wisata alam yang baru-baru ini menjadi sorotan karena keindahan alamnya yang unik. Desa Wisata Seribu Goa merupakan salah satu destinasi wisata yang masih tergolong baru dan pada destinasi wisata ini terdapat beberapa masalah didalamnya. Terdapat beberapa masalah yang terjadi di Desa Wisata Seribu Goa ini, seperti kurangnya sarana dan prasarana yang ada di objek wisata ini. Selain itu, kurang gencarnya promosi dan websiteyang ada tidak pernah menampilkan bagaimana wajah terbaru dari Desa Wisata Seribu Goa ini. Jenis Penelitian ini adalah deskriptif dengan pendekatan kualitatif. Melalui pendekatan kualitatif data yang dikumpulkan berupawawancara, catatan dilapangan, dokumentasi pribadi. Landasan Teori yangdigunakan yaitu Teori Suhardhono (2016) peran pemerintah desa dibagi menjadi tiga yaitu, sebagai fasilitator, mobilisitator, regulator. Hasil penelitian menunjukkan bahwa peranan Pemerintah Desa Banuarea sebagai fasilitator, mobilisitator, regulator dalam pengembangan wisata Seribu Goa sudah berjalan dengan baik. Pemerintah desa berperan aktif dalam menjalin komunikasi antara warga dan pemerintah, terutama dalam memperjuangkan kebutuhan infrastruktur dan fasilitas penunjang pariwisata. Saat ini, jalan akses menuju gua belum sepenuhnya diaspal , hal ini disebabkan karena pemerintahdesa mempunyai dana desa yang minim dan lebih memprioritaskan perbaikanakses jalan serta infrakstuktur ke sawah dan ladang masyarakat. Secara keseluruhan, kebijakan yang diterapkan oleh Kepala Desa Banuarea sudah berjalan cukup efektif dalam mendorong peningkatan kunjungan wisata Seribu Goa. Dengan sinergi yang kuat antara pemerintah desa, masyarakat, dan pemerintah daerah, serta didukung perbaikan infrastruktur dan promosi yangterarah, destinasi ini memiliki peluang besar untuk berkembang menjadi objek wisata alam unggulan yang berdaya saing dan berkelanjutan. Humbang Hasundutan Regency, particularly in Pakkat District, has a natural tourist destination that recently gained attention due to its unique natural beauty. The Seribu Goa Tourism Village is one of the tourist destinations that is still relatively new, and there are several issues within this tourist destination. There are several problems occurring in the Seribu Goa Tourism Village, such as the lack of facilities and infrastructure available at this tourist site. Additionally, promotional efforts are not strong, and the website has never displayed the latest appearance of the Seribu Goa Tourism Village. This type of research is descriptive with a qualitative approach. Through the qualitative approach, the data collected includes interviews, field notes, and personal documentation. The theoretical foundation used is Suhardhono's (2016) theory that divides the role of the village government into three: facilitator, mobilizer, and regulator. The results of the study show that the role of the village government of Banuarea as a facilitator, mobilizer, and regulator in the development of the Seribu Goa tourism has been progressing well. The village government plays an active role in establishing communication between the residents and the government, especially in advocating for the needs of infrastructure and supporting facilities for tourism. Currently, the access road to the caves has not been fully paved, due to the village government having limited village funds and prioritizing road access improvements and infrastructure to the fields and farms of the community. Overall, the policies implemented by the Head of Banuarea Village have been quite effective in encouraging an increase in visits to Seribu Goa tourism. With a strong synergy between the village government, the community, and the regional government, along with improvements in infrastructure and targeted promotions, this destination has great potential to develop into a competitive and sustainable nature tourism object.
