Abstract: Penelitian ini bertujuan untuk menganalisis strategi dan hambatan dalam pengembangan sumber daya manusia (SDM) guna meningkatkan kinerja Aparatur Sipil Negara (ASN) pada Dinas Kepemudaan dan Keolahragaan (Dispora) Provinsi Sumatera Utara. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam terhadap informan kunci, utama, dan tambahan. Penelitian ini didasarkan pada teori Hasibuan yang menyatakan bahwa pengembangan SDM dapat dilakukan melalui pelatihan, understudy, rotasi jabatan, serta coaching dan counselling. Hasil penelitian menunjukkan bahwa strategi tersebut belum berjalan optimal akibat hambatan seperti keterbatasan anggaran, kurangnya perencanaan kompetensi dalam rotasi jabatan, serta minimnya program pembinaan berkelanjutan. Selain itu, jumlah pegawai yang terbatas dan ketidaksesuaian kompetensi turut memengaruhi produktivitas dan adaptabilitas pegawai. Oleh karena itu, diperlukan perbaikan strategi pengembangan SDM yang terstruktur dan berkesinambungan agar tujuan organisasi dapat tercapai secara optimal This study aims to analyze the strategies and obstacles in human resource development (HRD) to improve the performance of State Civil Apparatus (ASN) at the Youth and Sports Office (Dispora) of North Sumatra Province. This research employed a qualitative approach with data collected through in-depth interviews with key, main, and additional informants. The study is based on Hasibuan’s theory, which states that HRD can be carried out through training, understudy, job rotation, and coaching and counselling. The findings show that these strategies have not been optimally implemented due to obstacles such as limited budgets, lack of competence-based planning in job rotations, and insufficient continuous development programs. Additionally, a lack of personnel and mismatch between competencies and job placements affect productivity and adaptability. Therefore, structured and sustainable improvements in HRD strategies are necessary to achieve organizational goals effectively.
