This study aims to analyze the strategies and obstacles in human resource development (HRD) to improve the performance of State Civil Apparatus (ASN) at the Youth and Sports Office (Dispora) of North Sumatra Province. This research employed a qualitative approach with data collected through in-depth interviews with key, main, and additional informants. The study is based on Hasibuan’s theory, which states that HRD can be carried out through training, understudy, job rotation, and coaching and counselling. The findings show that these strategies have not been optimally implemented due to obstacles such as limited budgets, lack of competence-based planning in job rotations, and insufficient continuous development programs. Additionally, a lack of personnel and mismatch between competencies and job placements affect productivity and adaptability. Therefore, structured and sustainable improvements in HRD strategies are necessary to achieve organizational goals effectively. |
