Abstract: Penelitian ini membahas perlindungan hukum terhadap konsumen pengguna jasa transportasi darat tanpa tiket resmi, dengan studi kasus pada PT Harapan Indah Transport. Fokus utama adalah bagaimana bentuk perlindungan diberikan kepada penumpang tanpa tiket, terutama dalam peristiwa kecelakaan, proses ganti rugi, serta penyelesaian sengketa antara konsumen dan penyedia jasa. Metode yang digunakan adalah yuridis normatif dengan pendekatan kualitatif deskriptif melalui studi pustaka dan wawancara langsung di lapangan. Hasil penelitian menunjukkan bahwa meskipun Undang-Undang Nomor 22 Tahun 2009 mengatur pentingnya tiket sebagai bukti perjanjian pengangkutan, PT Harapan Indah Transport tetap memberikan perlindungan kepada penumpang yang tidak memiliki tiket. Perlindungan mencakup pemberian santunan atau kompensasi atas kerugian penumpang. Proses penyelesaian ganti rugi umumnya dilakukan melalui musyawarah antara perusahaan, pihak asuransi, pemerintah setempat, dan pihak konsumen yang dirugikan. Selain itu, perusahaan juga mengedepankan pendekatan humanis dengan tetap menjamin keselamatan dan keamanan seluruh penumpang. Penelitian ini menegaskan pentingnya perlindungan hukum yang mengedepankan asas keadilan, keselamatan, dan kemanusiaan, serta menunjukkan tanggung jawab sosial perusahaan terhadap seluruh konsumen, tanpa memandang status kepemilikan tiket. This study discusses the legal protection provided to consumers using land transportation services without official tickets, with a case study at PT Harapan Indah Transport. The main focus is on how protection is granted to unticketed passengers, particularly in the event of accidents, compensation processes, and dispute resolution between consumers and service providers. The method used is normative juridical with a descriptive qualitative approach through literature review and direct field interviews. The research findings indicate that although Law Number 22 of 2009 regulates the importance of tickets as evidence of a transportation agreement, PT Harapan Indah Transport still provides protection to passengers who do not possess tickets. This protection includes the provision of compensation or reimbursement for the passengers' losses. The compensation process is generally carried out through deliberation involving the company, insurance providers, local government, and the affected consumers. In addition, the company emphasizes a humanistic approach by continuing to ensure the safety and security of all passengers. This study affirms the importance of legal protection that upholds the principles of justice, safety, and humanity, while also demonstrating the company's social responsibility toward all consumers, regardless of their ticket ownership status.
