Abstract: Penelitian ini bertujuan untuk mengetahui gambaran psychological contract pada pegawai honorer di lingkungan Pemerintah Kota Binjai. Fenomena psychological contract penting dikaji mengingat pegawai honorer bekerja tanpa jaminan status kepegawaian tetap, sehingga memiliki harapan dan ekspektasi yang berbeda terhadap organisasi dibandingkan pegawai tetap. Penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan teknik purposive sampling dan jumlah responden sebanyak 96 orang pegawai honorer dari berbagai Organisasi Perangkat Daerah (OPD) di Kota Binjai. Instrumen penelitian berupa Psychological Contract Inventory (PCI) yang mengukur tiga dimensi utama yaitu transactional, relational, dan balanced. Analisis data dilakukan dengan statistik deskriptif menggunakan bantuan SPSS untuk memperoleh gambaran skor rata-rata pada setiap dimensi. Hasil penelitian menunjukkan bahwa dimensi balanced memiliki skor tertinggi (Mean = 3,16) yang menggambarkan adanya keseimbangan antara harapan imbalan material dan hubungan kerja jangka panjang. Dimensi relational menempati posisi kedua (Mean = 3,06), menunjukkan adanya keterikatan emosional dan loyalitas terhadap organisasi. Dimensi transactional memperoleh skor terendah (Mean = 2,79), yang mengindikasikan bahwa aspek formal seperti kejelasan kontrak dan kepastian masa kerja belum sepenuhnya terpenuhi. Secara keseluruhan, psychological contract pegawai honorer di Kota Binjai berada pada kategori tinggi, namun terdapat ruang perbaikan terutama dalam pemenuhan aspek administratif dan kepastian status kerja. Hasil penelitian ini diharapkan menjadi masukan bagi pemerintah daerah dalam merumuskan kebijakan yang lebih responsif terhadap kebutuhan dan ekspektasi pegawai honorer. This study aims to describe the psychological contract among honorary employees in the Binjai City Government. The psychological contract is important to examine considering that honorary employees work without the guarantee of permanent civil servant status, which leads to different hopes and expectations toward the organization compared to permanent employees. This research employed a quantitative descriptive approach with purposive sampling technique, involving 96 honorary employees from various Regional Government Agencies (OPD) in Binjai City as respondents. The research instrument used was the Psychological Contract Inventory (PCI), which measures three main dimensions: transactional, relational, and balanced. Data were analyzed using descriptive statistics with the assistance of SPSS to determine the average score of each dimension. The results showed that the balanced dimension had the highest mean score (Mean = 3.16), indicating a balance between expectations for material rewards and long-term working relationships. The relational dimension ranked second (Mean = 3.06), reflecting emotional attachment and loyalty to the organization. The transactional dimension had the lowest mean score (Mean = 2.79), suggesting that formal aspects such as contract clarity and certainty of employment duration had not been fully met. Overall, the psychological contract of honorary employees in Binjai City is categorized as high, yet there remains room for improvement, particularly in the fulfillment of administrative aspects and employment security. The findings of this study are expected to serve as input for the local government in formulating more responsive policies toward the needs and expectations of honorary employees.
