Abstract: Penelitian ini bertujuan untuk menganalisis bagaimana manajemen media massa diterapkan oleh iNews TV Sumatera Utara dalam memenuhi kewajiban program lokal sesuai regulasi penyiaran nasional. Fokus utama penelitian ini adalah proses manajerial yang mencakup perencanaan, pengorganisasian, pengarahan, dan pengawasan dalam produksi serta penyiaran program lokal. Teori yang digunakan mengacu pada konsep manajemen media massa oleh Mabrury (2013) serta teori komunikasi massa dan fungsi media lokal. Metode yang digunakan adalah kualitatif. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi. Informan dalam penelitian ini adalah pihak manajemen iNews TV Sumut, tim produksi program lokal, serta perwakilan Komisi Penyiaran Indonesia Daerah (KPID) Sumatera Utara. Hasil penelitian menunjukkan bahwa manajemen program lokal di iNews TV Sumut dipengaruhi oleh kebijakan pusat (MNC Group), keterbatasan sumber daya, serta kebutuhan audiens lokal. Tantangan utama adalah menyeimbangkan antara regulasi KPID mengenai minimal 30% konten lokal dan tuntutan komersial seperti rating dan iklan. Kesimpulannya, keberhasilan manajemen media lokal sangat bergantung pada sinergi antara kebijakan pusat dan kebutuhan daerah, serta kemampuan beradaptasi terhadap perkembangan teknologi dan preferensi audiens. This study aims to analyze how mass media management is implemented by iNews TV North Sumatra in fulfilling local programming obligations in accordance with national broadcasting regulations. The main focus of the research is on managerial processes, including planning, organizing, directing, and controlling in the context of producing and broadcasting local programs. The theoretical framework is based on media management concepts by George R. Terry and Morissan, as well as theories of mass communication and the functions of local media. The study uses a qualitative method with a case study approach. Data were collected through in-depth interviews, observation, and documentation. Informants included iNews TV North Sumatra management, local program production teams, and representatives from the Regional Indonesian Broadcasting Commission (KPID) of North Sumatra. The findings indicate that the management of local programs at iNews TV North Sumatra is influenced by central policies (MNC Group), limited resources, and local audience needs. A major challenge is balancing regulatory compliance—specifically the requirement for at least 30% local content—with commercial demands such as ratings and advertising revenue. In conclusion, the success of local media management depends on the synergy between central policy and regional needs, as well as the ability to adapt to technological developments and shifting audience preferences.
