| Abstract: | Penelitian ini berjudul “Implementasi Peraturan Wali Kota Medan Nomor 51 Tahun 2021 terhadap Kinerja Kepala Lingkungan di Kelurahan Besar Kecamatan Medan Labuhan Kota Medan.” Penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana implementasi Peraturan Wali Kota Medan Nomor 51 Tahun 2021, yang mengatur tentang kedudukan, tugas, fungsi, dan tata kerja kepala lingkungan, serta sejauh mana kebijakan tersebut berpengaruh terhadap peningkatan kinerja kepala lingkungan di wilayah Kelurahan Besar, Kecamatan Medan Labuhan.Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Data diperoleh melalui wawancara, observasi, dan dokumentasi terhadap informan yang terdiri dari aparatur kelurahan, kepala lingkungan, dan masyarakat setempat. Analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi Peraturan Wali Kota Medan Nomor 51 Tahun 2021 di Kelurahan Besar secara umum telah berjalan, namun belum sepenuhnya optimal. Beberapa faktor yang mendukung implementasi antara lain adanya kejelasan struktur organisasi, dukungan masyarakat, serta koordinasi antara kelurahan dan kecamatan. Namun, masih terdapat kendala berupa keterbatasan sarana dan prasarana kerja, rendahnya pelatihan aparatur, dan belum maksimalnya sistem evaluasi kinerja. Kesimpulan penelitian ini adalah bahwa pelaksanaan Peraturan Wali Kota Medan Nomor 51 Tahun 2021 telah memberikan arah dan pedoman yang jelas bagi kepala lingkungan dalam melaksanakan tugasnya, namun diperlukan peningkatan kapasitas sumber daya manusia serta pengawasan berkelanjutan agar kinerja kepala lingkungan dapat lebih efektif dan sesuai dengan tujuan peraturan tersebut. This study is entitled "Implementation of Medan Mayor Regulation Number 51 of 2021 on the Performance of Neighborhood Heads in Kelurahan Besar, Medan Labuhan District, Medan City." This study aims to determine and analyze how the implementation of Medan Mayor Regulation Number 51 of 2021, which regulates the position, duties, functions, and work procedures of neighborhood heads, and the extent to which this policy influences the improvement of neighborhood head performance in the Kelurahan Besar area, Medan Labuhan District. The research method used is a descriptive method with a qualitative approach. Data were obtained through interviews, observations, and documentation of informants consisting of village officials, neighborhood heads, and the local community. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of Medan Mayor Regulation Number 51 of 2021 in Kelurahan Besar has generally been running, but has not been fully optimal. Several factors that support implementation include a clear organizational structure, community support, and coordination between villages and districts. However, obstacles remain, including limited work facilities and infrastructure, inadequate staff training, and a suboptimal performance evaluation system. The conclusion of this study is that the implementation of Medan Mayoral Regulation Number 51 of 2021 has provided clear direction and guidelines for neighborhood heads in carrying out their duties. However, human resource capacity building and ongoing monitoring are needed to ensure the performance of neighborhood heads is more effective and aligned with the objectives of the regulation. |
