| Abstract: | Penelitian ini bertujuan untuk menganalisis bentuk perlindungan hukum terhadap anak yang menjadi korban kekerasan dalam rumah tangga (KDRT), serta mengidentifikasi hambatan dalam pelaksanaannya. Kekerasan terhadap anak, baik fisik, psikis, maupun seksual dalam lingkup rumah tangga, merupakan pelanggaran serius terhadap hak asasi manusia dan sering kali tidak tertangani secara optimal. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan kualitatif dan didukung data lapangan dari Dinas pemberdayaan perempuan, Perlindungan anak dan keluarga berencana provinsi Sumatera Utara. Hasil penelitian menunjukkan bahwa meskipun peraturan perundang-undangan seperti UU No. 23 Tahun 2002 dan UU No. 35 Tahun 2014 tentang Perlindungan Anak serta UU No. 23 Tahun 2004 tentang Penghapusan KDRT telah mengatur perlindungan anak, implementasinya masih menghadapi kendala struktural dan kultural. Diperlukan sinergi antara lembaga penegak hukum, masyarakat, dan keluarga dalam mewujudkan perlindungan yang optimal. This study aims to analyze the form of legal protection for children who are victims of domestic violence (KDRT), and to identify obstacles in its implementation. Violence against children, whether physical, psychological, or sexual in the household, is a serious violation of human rights and is often not handled optimally. This study uses a normative legal method with a qualitative approach and is supported by field data from the North Sumatra Province Women's Empowerment, Child Protection and Family Planning Service. The results of the study indicate that although laws and regulations such as Law No. 23 of 2002 and Law No. 35 of 2014 concerning Child Protection and Law No. 23 of 2004 concerning the Elimination of Domestic Violence have regulated child protection, its implementation still faces structural and cultural obstacles. Synergy is needed between law enforcement agencies, the community, and families in realizing optimal protection. |
