dc.description.abstractyang bertujuan mewujudkan rehabilitasi dan reintegrasi sosial. Penelitian ini mengkaji pelaksanaan pembinaan di Lembaga Pemasyarakatan Kelas II B Lubuk Pakam dalam mencapai tujuan pemidanaan. Pendekatan yang digunakan adalah normatif-empiris dengan teknik pengumpulan data melalui studi kepustakaan, wawancara, dan observasi. Hasil penelitian menunjukkan bahwa pembinaan dilaksanakan secara sistematis berdasarkan ketentuan pasal 7 Peraturan Pemerintah Republik Indonesia Nomor 31 Tahun 1999 tentang Pembinaan dan Pembimbingan Warga Binaan Pemasyarakatan. Tahapan pembinaan meliputi: tahap awal berupa admisi dan orientasi dengan penekanan pada pembinaan kepribadian; tahap lanjutan yang memadukan pembinaan kepribadian dan kemandirian melalui pelatihan keterampilan serta program asimilasi; dan tahap akhir yang menitikberatkan pada integrasi sosial melalui pemberian hak-hak pemasyarakatan, seperti Cuti Menjelang Bebas dan Pembebasan Bersyarat. Meskipun telah dijalankan secara sistematis, efektivitas pembinaan masih terhambat oleh overkapasitas penghuni, keterbatasan jumlah dan kompetensi petugas, rendahnya kesadaran narapidana, serta lemahnya dukungan masyarakat. Lapas merespons hambatan ini melalui pemindahan narapidana ke UPT lain, pemberian pelatihan vokasional, kerja sama dengan pemerintah daerah, serta penerapan pendekatan persuasif berbasis nilai kemanusiaan dan religius. Temuan penelitian menegaskan bahwa keberhasilan pembinaan tidak hanya ditentukan oleh sistem internal lapas, tetapi juga oleh sinergi eksternal dengan masyarakat dan pemangku kepentingan terkait. Dengan pembinaan yang adaptif, komprehensif, dan berlandaskan ketentuan hukum sebagaimana diamanatkan UU No. 22 Tahun 2022 dapat diwujudkan, yakni membentuk narapidana yang sadar hukum, bertanggung jawab, dan mampu kembali berperan dalam masyarakat. Prisoner rehabilitation is an essential component of the correctional system aimed at achieving social rehabilitation and reintegration. This study examines the implementation of inmate rehabilitation at Class II B Correctional Institution Lubuk Pakam in accomplishing the objectives of sentencing. The study employs a normative-empirical approach with data collected through literature review, interviews, and observations. The findings indicate that rehabilitation is carried out systematically in accordance with article 7 of the provisions of the Government Regulation of the Republic of Indonesia Number 31 of 1999 concerning the Guidance and Supervision of Correctional Inmates. The rehabilitation process consists of three stages: the initial stage, comprising admission and orientation with an emphasis on personality development; the intermediate stage, combining personality development and independence training through skills workshops and assimilation programs; and the final stage, focusing on social integration through the granting of correctional rights, such as Conditional Release and Parole. Despite being implemented systematically, the effectiveness of rehabilitation is constrained by inmate overcapacity, limited number and competency of correctional officers, low inmate awareness, and insufficient community support. The correctional institution responds to these challenges through the transfer of inmates to other units, provision of vocational training, collaboration with local government, and the application of a persuasive approach based on humanitarian and religious values. The findings underscore that the success of inmate rehabilitation is not solely determined by internal correctional systems, but also depends on external synergy with society and relevant stakeholders. Through adaptive, comprehensive, and legally grounded rehabilitation, as mandated by Law No. 22 of 2022, inmates can be developed into law-abiding, responsible individuals capable of reintegrating effectively into society.en_US
