Implementasi Kebijakan Program Pendidikan Pengawas Partisipatif ”Perempuan Berdaya Mengawasi” di Bawaslu Provinsi Sumatera Utara

Abstract

Penelitian ini mengkaji implementasi kebijakan Program Pendidikan Pengawas Partisipatif berbasis ―Perempuan Berdaya Mengawasi‖ oleh Bawaslu Provinsi Sumatera Utara, serta faktor-faktor yang mempengaruhi partisipasi perempuan dalam pengawasan pemilu. Studi ini menggunakan metode deskriptif dengan pendekatan kualitatif. Data dikumpulkan melalui observasi, wawancara, dan dokumentasi pelaksanaan program di Bawaslu Provinsi Sumatera Utara. Penelitian menggunakan teori Edward III dengan indikator kebijakan yaitu komunikasi, sumber daya, struktur birokrasi dan disposisi. Informan penelitian ini yaitu pimpinan dan sekretariat Bawaslu Provinsi Sumatera Utara, Fasilitator dan alumni Pendidikan Pengawas Partisipatif. Hasil penelitian menunjukkan bahwa program ini telah dilaksanakan dengan baik, terutama dalam sosialisasi dan pelatihan pengawas partisipatif perempuan. Namun, implementasinya menghadapi tantangan seperti hambatan budaya patriarki, kurangnya representasi perempuan dari daerah terpencil, dan keterbatasan komunikasi di tingkat desa. Faktor-faktor seperti komunikasi yang efektif, ketersediaan sumber daya, disposisi pelaksana kebijakan, dan struktur birokrasi yang mendukung sangat mempengaruhi keberhasilan program. Kesimpulannya, implementasi program ini telah mencapai hasil yang cukup baik, namun perlu ditingkatkan melalui strategi yang lebih inklusif untuk memastikan partisipasi aktif perempuan dari berbagai latar belakang. Peningkatan efektivitas program memerlukan perhatian khusus pada penguatan komunikasi di tingkat lokal, pemerataan sumber daya, dan penghapusan hambatan sosial budaya yang membatasi partisipasi perempuan. This study examines the policy implementation of the Participatory Supervisor Education Programme based on ‗Women Empowered to Supervise‘ by Bawaslu North Sumatra Province, as well as the factors that influence women's participation in election supervision. This study uses a descriptive qualitative method with a policy study approach. Data were collected through observation, interviews, and documentation of programme implementation in Bawaslu North Sumatra. The research uses Edward‘s III theory with indicators communication, resources, bureaucracy structure and disposition. The informan in this study were the comiisioners and secretariat of the Bawaslu North Sumatera Province, facilitators and alumni of Participatory Supervisor. The results show that the programme has been implemented well, especially in the socialisation and training of women participatory supervisors. However, its implementation faces challenges such as patriarchal cultural barriers, underrepresentation of women from remote areas, and communication limitations at the village level. Factors such as effective communication, availability of resources, disposition of policy implementers, and supportive bureaucratic structure greatly influence the success of the programme. In conclusion, the implementation of this programme has achieved fairly good results, but needs to be improved through more inclusive strategies to ensure the active participation of women from diverse backgrounds. Improving the effectiveness of the programme requires special attention to strengthening communication at the local level, equitable distribution of resources, and removal of socio-cultural barriers that limit women's participation.
