| dc.description.abstract | Pelayanan publik yang baik menjadi tanda keberhasilan pemerintahan desa. Namun, perangkat desa di Kecamatan Batang Kuis, Kabupaten Deli Serdang, masih menghadapi berbagai hambatan dalam meningkatkan kualitas layanan. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang menghambat peningkatan kualitas pelayanan perangkat desa serta merumuskan strategi yang dapat diterapkan guna meningkatkan efektivitas dan efisiensi layanan publik. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, serta studi dokumentasi terhadap kebijakan dan regulasi yang mengatur pelayanan desa. Informan penelitian terdiri dari perangkat desa, masyarakat, serta pihak terkait yang berperan dalam proses pelayanan publik. Hasil penelitian menunjukkan bahwa Hambatan utama dalam pelayanan desa meliputi kurangnya SDM yang kompeten, keterbatasan infrastruktur, serta minimnya anggaran untuk pengembangan layanan. Selain itu, regulasi yang rumit dan birokrasi yang lambat juga memperlambat pelayanan kepada masyarakat. Untuk mengatasinya, diperlukan pelatihan berkelanjutan bagi perangkat desa, peningkatan anggaran, serta pemanfaatan teknologi digital. Reformasi birokrasi dan penyederhanaan regulasi juga penting agar layanan lebih cepat dan responsif. Kerja sama antara pemerintah desa, daerah, swasta, dan masyarakat dapat membantu membangun sistem pelayanan yang lebih baik. Dengan strategi ini, diharapkan kualitas layanan desa di Kecamatan Batang Kuis dapat meningkat, sehingga masyarakat mendapat layanan yang lebih cepat, transparan, dan akuntabel. Quality public services are a key indicator of a village government's success. However, village officials in Batang Kuis District, Deli Serdang Regency, still face various obstacles in improving service quality. This study aims to analyze the factors hindering the improvement of village apparatus service quality and formulate strategies to enhance the effectiveness and efficiency of public services. The research method used is qualitative with a descriptive approach. Data were collected through in-depth interviews, field observations, and document studies on policies and regulations governing village services. Research informants included village officials, the community, and relevant stakeholders involved in the public service process.The study results indicate that the main obstacles in village services include a lack of competent human resources, inadequate infrastructure, and limited budgets for service development. Additionally, complex regulations and slow bureaucracy further hinder service delivery to the community. To address these issues, continuous training for village officials, budget optimization, and the utilization of digital technology are necessary. Bureaucratic reform and regulatory simplification are also crucial to ensure faster and more responsive services. Collaboration between village governments, local authorities, the private sector, and the community can help build a better service system. By implementing these strategies, it is expected that the quality of village services in Batang Kuis District will improve, allowing the community to receive services that are faster, more transparent, and accountable. | en_US |
