Abstract: Jalan Pemuda Kota Medan merupakan salah satu ruas jalan perkotaan dengan aktivitas perdagangan dan jasa sehingga menimbulkan permintaan parkir. Pemanfaatan badan jalan sebagai fasilitas on-street parking berpotensi menimbulkan hambatan samping yang mempengaruhi kinerja ruas jalan. Penelitian bertujuan untuk menganalisis karakteristik parkir on-street serta mengevaluasi kinerja ruas Jalan Pemuda Kota Medan. Metode penelitian yang digunakan adalah survei lapangan dengan pencacahan kendaraan parkir dan lalu lintas selama tiga hari pengamatan, yaitu Minggu, Selasa, dan Kamis. Analisis parkir meliputi akumulasi, volume, durasi, tingkat pergantian parkir, dan indeks parkir, sedangkan kinerja ruas jalan dianalisis menggunakan Pedoman Kapasitas Jalan Indonesia. Hasil menunjukkan akumulasi parkir tertinggi 78 kendaraan, turnover 4,767 kendaraan/SRP/hari, dan indeks parkir 75,728%. Kapasitas jalan sebesar 3.253,12 smp/jam dengan derajat kejenuhan 0,603 – 0,627 Level of Service (LoS C), dengan tanpa parkir sebesar 4.191,52 smp/jam dengan derajat kejenuhan 0,412 – 0,443 (LoS B). Keberadaan parkir menurunkan kinerja ruas jalan dari LoS B menjadi LoS C. Oleh karena itu, diperlukan penataan parkir dan pengalihan parkir ke fasiltas off-street. Jalan Pemuda in Medan is an urban road section characterized by commercial and service activities, which generate demand for parking. The use of the roadway as an on-street parking facility has the potential to create side effects that affect the road section’s performance. This study aims to analyze the characteristics of on-street parking and evaluate the performance of Jalan Pemuda in Medan. The research method employed was a field survey involving the counting of parked vehicles and traffic over three observation days: Sunday, Tuesday, and Thursday. Parking analysis included accumulation, volume, duration, parking turnover rate, and parking index, while road section performance was analyzed using the Indonesian Road Capacity Guidelines. The results showed a maximum parking accumulation of 78 vehicles, a turnover of 4,767 vehicles/SRP/day, and a parking index of 75.728%. Road capacity is 3,253.12 vehicles/hour with a degree of saturation of 0.603 – 0.627 Level of Service (LoS C), while without parking, capacity is 4,191.52 vehicles/hour with a degree of saturation of 0.412 – 0.443 (LoS B). The presence of on-street parking reduces the performance of the road section from LoS B to LoS C. Therefore, parking management and the relocation of parking to off-street facilities are necessary.
