dc.description.abstractImplementasi kebijakan merupakan tahapan penting dalam memastikan peraturan yang telah ditetapkan dapat berjalan secara efektif dan memberikan dampak nyata. Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Pemerintah Nomor 94 Tahun 2021 tentang Disiplin Pegawai Negeri Sipil di Kantor Kelurahan Tapian Nauli II, Kecamatan Tapian Nauli, Kabupaten Tapanuli Tengah, Sumatera Utara, serta mengidentifikasi faktor-faktor yang menghambat pelaksanaannya. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan tipe deskriptif, melalui teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Analisis implementasi kebijakan mengacu pada model Edward III yang meliputi aspek komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi PP Nomor 94 Tahun 2021 di Kantor Kelurahan Tapian Nauli II belum berjalan secara optimal. Hal ini terlihat dari masih ditemukannya pelanggaran disiplin, seperti ketidaktepatan waktu kehadiran dan ketidakpatuhan terhadap jam kerja. Faktor penghambat utama dalam implementasi kebijakan ini antara lain rendahnya kesadaran disiplin pegawai, lemahnya pengawasan, serta keterbatasan sumber daya pendukung. Oleh karena itu, diperlukan upaya peningkatan pembinaan, pengawasan yang konsisten, serta penegakan sanksi secara tegas guna meningkatkan disiplin dan kinerja Pegawai Negeri Sipil dalam rangka mewujudkan pelayanan publik yang lebih optimal. Policy implementation is a crucial stage in ensuring that established regulations are effectively enforced and produce tangible outcomes. This study aims to analyze the implementation of Government Regulation Number 94 of 2021 concerning the Discipline of Civil Servants at the Tapian Nauli II Village Office, Tapian Nauli District, Central Tapanuli Regency, North Sumatra, as well as to identify the factors that hinder its implementation. This research employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation. The analysis of policy implementation refers to Edward III’s model, which includes communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of Government Regulation Number 94 of 2021 at the Tapian Nauli II Village Office has not been fully optimal. This is evidenced by the persistence of disciplinary violations, such as tardiness and noncompliance with official working hours. The main inhibiting factors include low disciplinary awareness among employees, weak supervision, and limited supporting resources. Therefore, efforts to strengthen guidance, conduct consistent supervision, and enforce disciplinary sanctions firmly are necessary to improve the discipline and performance of civil servants in order to achieve more effective and optimal public services.en_US
