| dc.description.abstract | Penelitian ini bertujuan untuk menganalisis implementasi pelayanan prima kepada masyarakat serta mengidentifikasi faktor-faktor penghambat dalam pelaksanaannya di Kantor Camat Kotanopan, Kabupaten Mandailing Natal. Pelayanan publik merupakan salah satu aspek penting dalam mewujudkan tata kelola pemerintahan yang baik (good governance), sehingga diperlukan pelayanan yang cepat, tepat, transparan, dan berorientasi pada kepuasan masyarakat. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Informan dalam penelitian ini terdiri dari camat, aparatur kecamatan, serta masyarakat sebagai pengguna layanan. Analisis data dilakukan dengan menggunakan model interaktif Miles dan Huberman, yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi pelayanan prima di Kantor Camat Kotanopan belum berjalan secara optimal. Hal ini terlihat dari masih adanya kendala pada beberapa dimensi kualitas pelayanan, yaitu tangibles (bukti fisik), reliability (keandalan), responsiveness (daya tanggap), assurance (jaminan), dan empathy (empati). Keterbatasan sarana dan prasarana, khususnya pada teknologi informasi dan jaringan internet, menjadi salah satu hambatan utama dalam mendukung kelancaran pelayanan. Selain itu, kualitas sumber daya manusia aparatur yang belum merata, serta kurangnya sosialisasi kepada masyarakat mengenai prosedur pelayanan, turut mempengaruhi efektivitas pelayanan publik. Adapun faktor-faktor penghambat dalam implementasi pelayanan prima meliputi keterbatasan infrastruktur, rendahnya kompetensi aparatur dalam pemanfaatan teknologi, serta lemahnya koordinasi antarinstansi. Kondisi tersebut berdampak pada lamanya waktu penyelesaian layanan dan menurunnya tingkat kepuasan masyarakat. Dengan demikian, diperlukan upaya perbaikan melalui peningkatan kualitas sumber daya manusia, penguatan infrastruktur teknologi, serta optimalisasi sistem pelayanan berbasis digital agar pelayanan publik di Kantor Camat Kotanopan dapat berjalan lebih efektif, efisien, dan sesuai dengan prinsip pelayanan prima. This study aims to analyze the implementation of excellent public service and identify the factors hindering its implementation at the Kotanopan Subdistrict Office, Mandailing Natal Regency. Public service is a crucial aspect of achieving good governance; therefore, services must be prompt, accurate, transparent, and focused on public satisfaction. The research method employed is a qualitative approach using data collection techniques such as observation, in-depth interviews, and documentation. Informants in this study include the subdistrict head, subdistrict officials, and the public as service users. Data analysis was conducted using the Miles and Huberman interactive model, which encompasses data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of excellent service at the Kotanopan Subdistrict Office has not yet been optimal. This is evident from the continued existence of obstacles in several dimensions of service quality, namely tangibles (physical evidence), reliability, responsiveness, assurance, and empathy. Limited facilities and infrastructure, particularly in information technology and internet connectivity, are among the primary obstacles to ensuring the smooth delivery of services. Additionally, the uneven quality of civil service personnel and a lack of public outreach regarding service procedures also impact the effectiveness of public services. The factors hindering the implementation of excellent service include infrastructure limitations, low competence of civil servants in utilizing technology, and weak inter-agency coordination. These conditions result in prolonged service processing times and a decline in public satisfaction levels. Therefore, improvement efforts are needed through enhancing the quality of human resources, strengthening technological infrastructure, and optimizing digital-based service systems so that public services at the Kotanopan Sub-District Office can operate more effectively, efficiently, and in accordance with the principles of excellent service. | en_US |
