Abstract: Penelitian ini bertujuan untuk menganalisis arah kebijakan Dewan Perwakilan Rakyat Kabupaten (DPRK) Aceh Tengah dalam pembahasan Anggaran Pendapatan dan Belanja Kabupaten (APBK) Tahun Anggaran 2025 bidang kesehatan, serta mengidentifikasi faktor internal dan eksternal yang menghambat pelaksanaannya. Penelitian ini dilatarbelakangi oleh pentingnya fungsi anggaran DPRK sebagai representasi rakyat dalam menentukan prioritas pembangunan daerah, khususnya sektor kesehatan yang menjadi kebutuhan dasar masyarakat. Dalam praktiknya, proses pembahasan anggaran seringkali diwarnai dinamika politik, perbedaan kepentingan antara legislatif dan eksekutif, serta keterbatasan kapasitas kelembagaan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analitis. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Informan penelitian terdiri dari unsur DPRK Aceh Tengah, pemerintah daerah, serta pihak terkait dalam proses pembahasan APBK. Analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa arah kebijakan DPRK Aceh Tengah dalam pembahasan APBK Tahun Anggaran 2025 bidang kesehatan telah mengacu pada kebutuhan pelayanan dasar masyarakat dan regulasi yang berlaku, namun belum sepenuhnya optimal dalam aspek perencanaan strategis dan pengawasan anggaran. Faktor internal yang menghambat meliputi keterbatasan kapasitas sumber daya manusia, perbedaan pemahaman antar alat kelengkapan dewan, serta dinamika politik internal. Sementara itu, faktor eksternal meliputi keterbatasan fiskal daerah, dominasi peran eksekutif, serta kurang optimalnya partisipasi publik dalam proses penganggaran. Penelitian ini merekomendasikan penguatan kapasitas anggota DPRK, peningkatan transparansi dan partisipasi publik, serta penguatan sinergi antara legislatif dan eksekutif guna mewujudkan tata kelola anggaran kesehatan yang lebih efektif, akuntabel, dan berpihak pada kepentingan masyarakat. This study aims to analyze the policy direction of the Regional House of Representatives (DPRK) of Aceh Tengah in the discussion of the 2025 Regional Revenue and Expenditure Budget (APBK) in the health sector, as well as to identify internal and external factors that hinder its implementation. This research is motivated by the importance of the DPRK’s budgeting function as a representative institution of the people in determining regional development priorities, particularly in the health sector as a fundamental public need. In practice, the budget discussion process is often characterized by political dynamics, differences of interest between the legislative and executive branches, and institutional capacity limitations. This study employs a qualitative approach using a descriptive-analytical method. Data were collected through interviews, observation, and documentation. Research informants consisted of members of the DPRK of Aceh Tengah, regional government officials, and other stakeholders involved in the APBK discussion process. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that the policy direction of the DPRK of Aceh Tengah in discussing the 2025 APBK in the health sector has referred to the community’s basic service needs and prevailing regulations; however, it has not been fully optimal in terms of strategic planning and budget oversight. Internal inhibiting factors include limited human resource capacity, differences in understanding among council instruments, and internal political dynamics. Meanwhile, external factors include limited regional fiscal capacity, the dominant role of the executive, and suboptimal public participation in the budgeting process. This study recommends strengthening the capacity of DPRK members, enhancing transparency and public participation, and reinforcing synergy between the legislative and executive branches in order to achieve more effective, accountable, and community-oriented health budget governance.
