dc.description.abstractPenelitian ini bertujuan untuk menganalisis peranan Badan Keuangan dan Aset Daerah (BKAD) dalam kegiatan rekonsiliasi pemungutan dan penyetoran pajak pusat atas beban belanja daerah Pemerintah Provinsi Sumatera Utara Semester I Tahun Anggaran 2025, serta mengidentifikasi faktor penghambat yang dihadapi. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi dengan informan yang terlibat langsung dalam proses rekonsiliasi. Analisis data menggunakan model interaktif Miles dan Huberman yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa BKAD telah menjalankan perannya sebagai fasilitator, regulator, dan mobilisator dalam kegiatan rekonsiliasi pajak pusat melalui penyediaan pedoman teknis, pengawasan kepatuhan, serta penguatan koordinasi dengan Organisasi Perangkat Daerah (OPD). Namun, pelaksanaannya belum sepenuhnya optimal dalam menghasilkan Berita Acara Rekonsiliasi Pajak Pusat atas Beban APBD. Adapun faktor penghambat meliputi keterbatasan kapasitas sumber daya manusia, perbedaan sistem dan format pelaporan, kurangnya koordinasi antarinstansi, serta keterbatasan waktu dalam penyusunan laporan rekonsiliasi. Secara keseluruhan, peranan BKAD cukup strategis dalam mendukung peningkatan akuntabilitas dan ketepatan waktu pelaporan pajak pusat atas belanja APBD di lingkungan pemerintah daerah sebagai syarat untuk penyaluran Dana Bagi Hasil dari Pemerintah Pusat sebagai pendapatan transfer ke daerah. This study aims to analyze the role of the Regional Financial and Asset Management Agency (BKAD) in the reconciliation of central tax collection and deposit on regional expenditure of the North Sumatra Provincial Government for the first semester of the 2025 fiscal year, as well as to identify the inhibiting factors encountered. This research employs a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation involving key informants directly engaged in the reconciliation process. Data analysis used the interactive model of Miles and Huberman, consisting of data reduction, data display, and conclusion drawing. The results indicate that BKAD has performed its role as a facilitator, regulator, and mobilizer in the reconciliation process by providing technical guidelines, supervising compliance, and strengthening coordination with Regional Apparatus Organizations (OPD). However, the implementation has not been fully optimal in producing the Minutes of Reconciliation of Central Taxes on Regional Budget Expenses. The inhibiting factors include limited human resource capacity, differences in reporting systems and formats, lack of inter-agency coordination, and time constraints in preparing reconciliation reports. Overall, BKAD plays a strategic role in supporting accountability and timeliness of central tax reporting within the regional government as a condition for the distribution of Revenue Sharing Funds from the Central Government as transfer income to the regions.en_US
