Abstract: Penelitian ini menganalisis efektivitas koordinasi antar instansi dalam pengelolaan Mal Pelayanan Publik (MPP) Kota Tebing Tinggi berdasarkan teori G.R. Terry. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan koordinasi telah berjalan cukup efektif, tercermin dari pembagian tugas yang jelas, komunikasi responsif, dan dukungan sistem antrean elektronik. Faktor pendukung utama meliputi komitmen pimpinan yang kuat dan fasilitas sarana-prasarana yang memadai. Namun, efektivitas belum optimal akibat hambatan teknis berupa sistem informasi antar instansi yang belum terintegrasi, keterbatasan SDM di gerai tertentu, serta belum adanya regulasi daerah khusus yang mengatur mekanisme koordinasi secara komprehensif. Strategi penguatan yang diperlukan adalah penyusunan regulasi daerah dan integrasi sistem informasi guna mewujudkan tata kelola pemerintahan yang baik. Penelitian ini menyimpulkan bahwa meskipun sinergi operasional telah memudahkan masyarakat, sinkronisasi aspek legal dan teknologi tetap menjadi prioritas pengembangan ke depan. This study analyzes the effectiveness of inter-agency coordination in the management of the Public Service Mall (MPP) in Tebing Tinggi City based on G.R. Terry's theory. Using a descriptive qualitative approach, data was collected through observation, interviews, and documentation. The results indicate that coordination has been quite effective, reflected in a clear division of tasks, responsive communication, and support for an electronic queuing system. Key supporting factors include strong leadership commitment and adequate infrastructure. However, effectiveness has been suboptimal due to technical obstacles such as an unintegrated inter-agency information system, limited human resources at certain outlets, and the absence of specific regional regulations that comprehensively govern coordination mechanisms. Strengthening strategies are needed to develop regional regulations and integrate information systems to achieve good governance. This study concludes that although operational synergy has facilitated community services, synchronizing legal and technological aspects remains a priority for future development.
